소득분배와 범죄발생 간의 관계 (Relations between Income Distribution and Crime Occurrence)

초록

본 연구는 소득분배와 범죄발생 간의 상관관계, 지니계수가 범죄발생에 미치는 영향, 소득5분위배율이 범죄발생에 미치는 영향, 지니계수의 범죄발생에 대한 선행성, 소득5분위 배율의 범죄발생에 대한 선행성 등 소득분배와 범죄발생 간 관계를 규명하는데 그 목적이 있다. 나아가 빈부격차 해소, 사회갈등 완화, 범죄발생 감소 등 국가 및 사회 전반의 제도 개선을 위한 정책적 제언을 통해 국민기본권 보장 등 대한민국 헌법정신의 실현에 기여하 는데 그 의의가 있다. 이와 같은 연구 목적와 의의를 달성하기 위하여 소득분배와 범죄발생 간 상관관계는 상관분석(Correlation Analsis)을 실시하였고, 소득분배가 범죄발생에 미치는 영향은 단순회 귀분석(Simple Regression Analysis)을 실시하였으며, 소득분배의 범죄발생에 대한 선행성은 교차상관분석(Cross-correlation Analysis)을 실시하였다. 구체적인 연구결과는 다음과 같다. 첫째, 소득분배와 범죄발생 간 상관관계는 지니계수(연간)가 범죄발생(건수) 중 형법범 죄, 재산범죄, 강력흉악범죄, 공무원범죄, 풍속범죄, 과실범죄, 기타형법범죄, 특별법범죄와 유의한 상관관계를 가지는 것으로 나타났다. 소득5분위배율(연간)은 범죄발생(건수) 중 형 법범죄, 재산범죄, 기타형법범죄와 유의한 상관관계를 가지는 것으로 나타났다. 둘째, 지니 계수(연간)가 범죄발생(건수)에 미치는 영향은 형범범죄, 재산범죄, 강력흉악범범죄, 공무 원범죄, 풍속범죄, 과실범죄, 기타형법범죄, 특별법범죄에 대하여 유의한 영향을 미치는 것 으로 나타났다. 셋째, 소득5분위배율(연간)이 범죄발생(건수)에 미치는 영향은 형범범죄, 재 산범죄, 기타형법범죄에 대하여 유의한 영향을 미치는 것으로 나타났다. 넷째, 지니계수(연 간)의 범죄발생(건수)에 대한 선행성은 형법범죄(+), 재산범죄(+), 특별법범죄(-)에 대해 동 행(同行)하며, 강력흉악범죄(+), 공무원범죄(+), 풍속범죄(-), 과실범죄(+), 기타형법범죄(+) 에 대해 선행하는 것으로 나타났다. 다섯째, 소득5분위배율(연간)의 범죄발생(건수)에 대한 선행성은 형법범죄(+), 재산범죄(+)에 대하여 동행(同行)하며, 기타형법범죄(+)에 대해 선 행(先行)하는 것으로 나타났다. 따라서, 소득분배 지표 개선을 통한 국민생활의 발전과 범죄발생 감소를 도모하고, 소득 분배 지표 분석을 통한 범죄발생 예방을 적극 추진하는 한편, 소득분배와 범죄발생 간의 관계에 대한 다양한 후속연구를 통해 빈부격차 해소, 사회갈등 완화는 국민생활의 발전과 더불어 범죄발생 감소를 모색하여야 한다.

영어초록

The purpose of this study examines is to identify the relations between income distribution and crime occurrence, such as the correlation between income distribution and crime occurrence, the effect of the Gini's coefficient on crime occurrence, the effect of income quintile share ratio on crime occurrence, the antecedent of the Gini coefficient(annual) for crime occurrence(number of cases), the antecedent of the income quintile share ratio(annual) for crime occurrence(number of cases) etc. Furthermore, it is meaningful in contributing to the realization of the spirit of the Constitution of the Republic of Korea, such as guaranteeing citizens' basic rights, through policy suggestions for improving the overall national and social system, such as resolving the gap between rich and poor, alleviating social conflict, and reducing crime. In order to achieve the purpose and significance of this study, correlation analysis was conducted to determine the correlation between income distribution and crime occurrence, and simple regression analysis was conducted to determine the effect of income distribution on crime occurrence. Cross-correlation analysis was conducted to determine the antecedent of the income distribution for crime occurrence(number of cases). The specific research results are as follows. First, Gini coefficient(annual) has a significant relationship with criminal law crime, property crime, violent crime(ruffianism), public officials crime, customs crime, negligent crime, other criminal law crime special law crime among the crime occurrence(number of crime). Income quintile share ratio has a significant relationship with criminal law crime, property crime, other criminal law crime among the crime occurrence(number of crime). Second, the effect of Gini coefficient(annual) on the crime occurrence(number of cases) has a significant effect on criminal law crime, property crimes, violent crime(ruffianism), public officials crime, customs crime, negligent crime, other criminal law crime, and special law crime. Third, the effect of the Income quintile share ratio(annual) on crime occurrence (number of cases) has a significant effect on criminal law crime, property crime, and other criminal law crime. Fourth, the antecedent of the Gini coefficient(annual) for crime occurrence(number of cases) accompanies on criminal law crime(+), property crime(+), special law crime(-), and precedes on violent crime(ruffianism)(+), public officials crime(+), customs crime(-), negligent crime(+), other criminal law crime(+). Fifth, the antecedent of the income quintile share ratio(annual) for crime occurrence(number of cases) accompanies on criminal law crimes(+), property crimes(+), and precedes on other criminal law crime(+). Therefore, we seek to develop people's lives and reduce the crime occurrence by improving the income distribution index, and actively promote the prevention of crime occurrence through the analysis of the income distribution index. It is necessary to seek to reduce the crime occurrence along with the development of people's lives by resolving the gap between rich and poor and alleviating social conflict through various follow-up studies on the relationship between income distribution and crime occurrence.
