지속가능성 공시에서 중요성 기준의 적용가능성에 대하여 (On Applicability of the Materiality Concept in Sustainability Reporting)

초록

[연구목적] 중요성 개념은 재무보고 실무에서 특정 정보가 공시대상인지를 식별하는 근거이다. 현재 논의 중인 지속가능성 공시기준에서는 전통적인 재무보고에서의 중요성 기준을 적극적으로 차용하고 있다. 이에 본 연구는 전통적인 재무보고에서 중요성 기준이 적용되어 왔던양식을 검토하고, 지속가능성 공시에서의 적용가능성을 살펴보는 것을 목적으로 한다.
[연구방법] 본 연구는 국제회계기준, 한국채택 국제회계기준, 미국회계기준, 미국 대법원 판결, 회계감사기준 및 국제지속가능성 공시기준의 관련 내용을 비교·분석하였다.
[연구결과] 전통적인 재무보고에서 중요성의 정의를 기준에 따라 다르다. 양적기준과 질적기준을 모두 고려해야 하는 개념적 특성상, 중요성의 적용에 대한 일관된 지침은 존재하지 않는다.
실무적으로는 간편법을 적용해 왔는데, 재무정보에 대한 비율을 준거로 삼기 때문에 정성적 정보에 대한 중요성 판단기준으로 사용하기 어렵다. 국제지속가능성 공시기준은 이러한 어려움을 인지하고 SASB(Sustainability Accounting Standards Board) 기준을 참조할 것을 허용하고 있다.
[연구의 시사점] 본 연구는 전통적인 재무보고 기준 간 중요성 정의의 합의수준을 점검하고,지속가능성 공시에의 적용가능성을 가늠하며, 대안의 필요성을 검토한다. 본 연구는 지속가능성공시기준 제정과정에 시의성 있게 공헌할 수 있을 것으로 기대된다.

영어초록

[Purpose] The materiality concept is the basis for identifying whether specific informationis subject to disclosure in financial reporting practice. The sustainability reporting standardsin the recent enactment process actively borrow the materiality standards in traditionalfinancial reporting. The application of reliable materiality criteria is a prerequisite to ensurethe relevance of sustainability information. Therefore, we aim to review the methods inwhich the materiality criteria have been applied in traditional financial reporting and toreview the applicability to sustainability reporting.
[Methodology] This study identified and analyzed the contents of IFRS, K－IFRS, U.S.
GAAP, U.S. Supreme Court rulings, accounting audit standards, and the FinancialSupervisory Service’s review and supervision results.
[Findings] The requirements for judging the materiality of traditional financial reporting areexpressed differently for each standard. There is no consistent guideline for the materialityjudgement due to its conceptual nature that both quantitative and qualitative criteria mustbe considered. Therefore, in practice, the simple rule of thumb is applied. However, sincethe ratio of financial information is used as a criterion for the simple method, it is difficultto be applied for determining the materiality of non－financial information. The International Sustainability Disclosure Standards recognize these difficulties and refer to the SASB(Sustainability Accounting Standards Board) Standards.
[Implications] This study identifies the extent to which the definition of materiality is agreedin traditional financial reporting standards, recognizes the limitations of applying it tosustainability disclosures, and forms a consensus on the need for alternatives, such as theapplication of SASB materiality maps. Recognizing the limitations of the traditional materialityguidance also calls for the need to systematically disclose how each entity referred to themateriality guidance for sustainability reporting. We expect that this paper makes a timelycontribution to the process of establishing sustainability disclosure standards.
