초록

우리나라에서 부동산 정책만큼 국민생활과 밀접한 관계를 맺고 있는 것은 드물 것이다. 우리나라의 부동산 시장은 재테크라는 건전한 투자의 수준을 넘어선다. 양식 있는 국민들과 심지어 청문회를 통과해야 하는 고위관료들에게 이르기까지 문제의 표적이 될 만큼 주기적으로 투기가 발생하고, 가격이 급등하는 양상을 보여 왔다. 이는 국가의 건전한 성장잠재력과 시민의 건전한 투자 마인드를 흐려놓아 국민경제의 부담으로 작용하고 있다는 우려의 목소리가 높은 현실이다. 정치권에서는 신행정도시의 논란이 정치쟁점화 되어가고 있다. 특히나 부동산중개사 제도가 생긴 이래로, 보통생활인들에게 영향력을 행사할 부동산 전문가의 지식을 터득한 인력이 수십만에 이르고 있다. 이는 부동산정책의 변화에 기인한 틈새 시장접근과 경제적 전문가의 역할이 필요하기도 하다. 하지만 이러한 문제점과 역할의 필요성이 부동산 정책의 중요성을 대변하고 있다고 할만하다. 왜냐하면 정권이 바뀔 때마다, 정책의 핵심사안 중의 하나가 부동산 정책이며, 부동산 정책에 대한 시민들의 관심도가 매우 높기 때문이다.
우리나라는 60년대 이후 급격한 도시화로 인하여 인구가 과도하게 대도시, 특히 세계에 유례가 없는 경제 발전과 수도권의 인구와 금융 등의 집중현상이 나타났다. 이로 인하여 수도권 부동산 가격은 지속적인 상승세를 보이며, 일부지역은 과열현상으로 사회적 문제가 야기되어 왔다. 부동산은 재테크 입장에서 볼 때, 개인이 소비하는 품목 가운데 가장 고가상품으로 국가경제에 차지하는 비중이 높다.
그리고 도시화와 산업화의 투자가 활성화 되면서 부동산정책이 무엇보다도 중요한 정책의 기조를 이루어 온 것이다. 하지만 지금까지의 부동산 정책은 시장의 질서와 방향을 똑바로 인지하지 못했다는 결론을 내리고 있다. 근본적인 부동산 이용의 정책이나, 소시민적인 투기를 지향하는 대책이 발표되어도 결국 당초의 목표와는 다르게 부동산 문제는 시간이 갈수록 악화되고 가격은 지속적으로 상승하였다. 다시 말하면 정책의 근본적이고 포괄적인 의미는 담고 있었으나, 합리적이고 실행적인 부분까지를 아우르는 정책에는 미흡했다.
최근의 노무현 대통령정부의 정책과 이명박대통령 정부의 정책을 비교하면 한국정부는 부동산 시장의 안정을 위한 정책으로 부동산 가격 상승시에는 투기억제정책을 취했으며 침체기에는 활성화대책을 반복하다가, 외환위기와 함께 출범한 김대중대통령 정부는 대폭적으로 전에 없는 부동산 경기활성화 정책을 표방하여 가파른 부동산 가격의 상승을 보였다. 이를 억제하고 서민주거 안정을 명분으로 노무현대통령 정부에서는 억제, 규제정책을 단행하였다. 이로 말미암아 대다수국민은 과도한 규제정책이라 했으나, 미국 금융위기 등에 대한 통찰력이 있는 것으로 평가되기도 할 것이다.
이명박대통령 정부는 노무현대통령 정부의 억제에 대한민국의 신뢰회복 등을 위하여 규제완화를 표방하였으나 미국금융위기의 원흉이라 할 수 있는 부동산과의 연계로 인하여 많은 정책들을 시행하고 있으나 국민들의 반응은 뚜렷해 보이지 않고 있다.
특히나 자산 인플레이션과 서브프라임 부실의 확산으로 세계금융위기는 금융경제 뿐만 아니라, 실물경제까지 위축시키고 있는 현실 하에서, 정책결정자들이 평소에 가지고 있는 경제와 부동산 정책의 소신과 철학을 시대상황과는 무관하게 펼치기 보다는 새로운 자산관리를 포함하여, 금융시스템과 부동산 정책의 통합화를 이루는 새로운 접근이 요청된다 할 것이다.
부동산 정책을 평가하는 과정에서 많은 정책들이 목표와 목표에 따르는 구체화된 수단이 미흡하고, 효과적인 정책들의 조합이 미비하였으며, 설사 그것이 완비 되었다 하더라도 시민의 다수가 구가와 민족보다는 개인의 소유와 유익이 더 중요하다는 국가공동체의식이 미약해 진다면, 자칫 국가부채의 심각한 도래의 위험, 즉 투자대상을 잘못 잡아 국가부채로 힘들어했던 일본경제를 반면교사로 삼아 부동산 거품의 확장을 조절하며, 국가부채의 균형과 조화를 이루는 방향으로 정책을 추진해야 할 것이다. 그리고 국민들에게 목표를 분명하게 제시하고, 계층별․지역별로 효과적인 프로그램을 명쾌하게 조합시킨 부동산 정책이 집행되어야 하고, 정책입안과 정책실현 결과를 심도 있게 시뮬레이션 할 필요가 요청되는 시기이다. 정부가 이에 대한 넓고 높은 책임을 공감하는 부동산 정책 효과를 4년 앞당겨 평가해 보는 노력이 요구된다.
부동산 정책과 교육 정책, 그리고 교통정책에서 낭비되는 국가적 에너지가 복지정책과 기술정보정책, 그리고 세계의 어려운 나라를 돕는 데 쓰여 질 수 있도록 부동산 정책의 탁월한 혜안이 열리기를 기대해 본다.
