장애인 보호자 지원 실태 및 요구에 대한 기초 연구 (A Review on Current Status and Needs of Support for Guardians of People with Disabilities)

초록

연구목적: 본 연구는 장애인 보호자 지원에 대한 실태 및 요구를 생애주기별, 장애유형별로 살펴보고자 하였다. 본 연구는 국내 장애인 보호자 지원 정책과 서비스가 나아가야 할 방안을 제시하는 기초연구로서의 의의가 있다. 연구방법: 본 연구는 생애주기별 및 장애유형별 장애인 보호자 지원 관련 법령, 학술연구, 학위논문 등의 문헌을 중심으로 검토하였다. 연구결과: 연구결과는 장애인 보호자의 지원 개념 및 지원 영역, 생애주기별 지원 실태 및 요구 경향, 장애유형별 지원 실태 및 요구 경향을 중심으로 제시하였다. 장애인 보호자의 지원 개념에서는 장애인 보호자의 법적 정의와 장애인 보호자로서의 가족 구성원, 장애인 보호자를 위한 지원 영역을 살펴보았다. 생애주기별 장애인 보호자 지원 요구에서는 영유아기, 아동·청소년기, 전환기, 성인기와 같은 생애 주기에서 요구되는 장애인 보호자의 지원 요구에 대해 제시하였다. 장애유형별 장애인 보호자 지원 실태 및 지원 요구에서는 시각장애, 청각장애, 지체장애, 발달장애, 중도중복장애의 장애유형별 장애인 보호자가 경험하는 지원 실태와 지원 요구를 제시하였다. 결론: 장애인 보호자를 대상으로 하는 직접적 지원에 초점을 맞추어야하며, 장애인 당사자의 생애주기와 장애유형을 고려한 장애인 보호자 지원 서비스가 확충되어야한다.

영어초록

Purpose: This study presented the concept of guardians of the people with disabilities and presented the contents of support by life cycle and support by disability types. The results of this study were meaningful in preparing measures for domestic disabled guardian support policies and services. Method: For the purpose of this study, it was intended to clearly understand the status of support for guardians of the people with disabilities in Korea by examining laws, academic studies, and degree papers related to support for guardians of the people with disabilities by life cycle and disability types. Results: The research results focused on the concept and area of support for guardians of the people with disabilities, understanding of support by life cycle, and support by disability types. In the concept of support for guardians of the people with disabilities, the legal definition of guardians of the people with disabilities, family members as guardians of the people with disabilities, and support areas for guardians of the people with disabilities were examined. In the trend of supporting guardians for the people with disabilities by the life cycle, the request for support for guardians of the people with disabilities required in the life cycle such as infancy, childhood, adolescence, transition period, and adulthood was presented. As for the status of support for guardians of the people with disabilities by disability types and the demand for support, the status of support felt by guardians of the people with disabilities by each disability type such as visual, hearing, physical, developmental, and intermediate redundancy were presented. Conclusion: Direct support for carers of people with disabilities should be focused, and support services for carers of people with disability should be expanded considering the life cycle and disability types of people with disabilities.
