대학 경쟁력 평가를 위한 지표 개발 연구 (Development of the Indicators for University Ranking System)

초록

대학이 국가 경쟁력 제고에 중요한 요인으로 등장하면서 국제무대에서 타 대학에 비해 특정 대학의 상대적 위치를 확인하고자 하는 관심이 높아졌다. 이를 위해 각국의 언론기관이나 민간 평가기관에서는 대학을 평가하여 순위를 발표하는 경쟁력 평가를 수행해 왔다. 그러나 평가의 준거, 지표, 기준 등과 관련해 대학의 반발과 논쟁이 그치지 않고 있다. 대학 평가지표 개발단계에서 전문가와 관련 집단의 의사를 제대로 반영하지 못하여 그 타당성을 의심받고 있기 때문이다. 이에 따라 본 연구는 대학 경쟁력 평가의 효과 및 효율성 제고를 위해 타당성을 확보한 대학 경쟁력 평가지표를 개발하고자 한다. 평가지표는 기초연구를 토대로 델파이 조사와 설문조사를 통해 개발하였다. 고등교육 평가 전문가들을 대상으로 델파이 조사를 실시하여 26개 평가지표를 개발하고 이를 토대로 대학 교직원, 대학생, 기업체 임직원 등 대학의 이해집단을 대상으로 설문조사를 실시하여 14개 최종 지표를 산출하였다. 연구결과 대학의 경쟁력은 우수한 인재양성과 새로운 지식 창출을 통해 제고할 수 있으며, 경쟁력 평가를 실시할 때도 이러한 결과와 대학사회 구성원들의 의견을 골고루 반영한 타당한 지표개발이 필요함을 확인할 수 있었다.

영어초록

This study attempts to develop the evaluation indicators with their validity to evaluate competitiveness of university. For this reason, first of all, it analyzed the evaluation indicators for each country. Second, on the basis of these points, it investigated what was the factors needed to rethink university competitiveness. Third, it developed evaluation indicators to reflect intentions of evaluation experts and interest groups in universities and analyzed their validity.
To develop criteria for university ranking, it carried out Delphi Research three times with 30 university evaluation experts. As a result, 26 evaluation indicators were developed. 26 evaluation indicators were surveyed by the university staff, university students, employees of enterprise who were the stakeholders and 14 evaluation indicators were developed as indicators for evaluating competitiveness of university. This study derived from the following conclusions.
First, the purpose of evaluating university competitiveness should be clarified, the concept of competitiveness of university be well defined, and then it be included in evaluation indicators.
Second, The Porter's Diamond Model, representing more active interaction explains competitiveness of university comprehensively and further opens the possibility of developing new evaluation indicators based on each factor.
Third, for universities to reconsider their competitiveness, they should cultivate excellent talent and reinforce the factors relevant to creation of new knowledge.
Fourth, 14 indicators developed in this study are evaluation indicators with their validity through a universal and common comprehension and collection of opinions. Their characteristic is that they minimize the influence that the scale of university has given on competitiveness of university.
