21세기 미국의 대아시아 정책은 <2010 국가안보전략>에 제기된 미국 국가 안보에 관한 전략적 접근으로서의 포괄적 관여와 관련된다. 이 보고서에서 미국 정부는 국제 체계에 진행되고 있는 세계화(globalization)와 유동적 움직임들이 새로운 도전들을 야기하고 있지만 이런 세계화 현상은 새로운 국제적인 협력을 발생시키는 기회이기도 하다는 관점을 유지한다. 그러면서 미국은 현재 세계 각 지역에서 벌어지고 있는 전쟁에 관여하는 것에서 더 나아가 미국에게 유리한 국제 질서를 구축하기 위해 장기적인 우선 사항들을 ‘재균형’(rebalance)해야 한다고 주장한다(The White House 2010).

미국이 포괄적 개입으로서 아시아 지역으로 회귀하는(pivot toward Asia Pacific) 정책은 힐러리 클린턴(Hilary Rodham Clinton) 전 국무장관이 2011년 11월에 <포린 폴리시(Foreign Policy)>지에 <미국의 아시아 세기(America’s Pacific Century)>라는 제목의 글을 투고한 후 같은 달 하와이 호놀룰루의 동서센터(East-West Center)에서 같은 이름의 연설을 행하면서 구체적인 윤곽을 띠었다.
클린턴 장관은 지난 10년 동안 미국의 외교 정책이 탈냉전 이후에 국방비 지출의 감소로 얻었던 경제적 혜택인 평화 배당금(peace dividend)에서 이라크와 아프가니스탄의 전쟁에 임무를 수행하는 것으로 전환했다고 평가했다(Clinton 2011a). 미국은 이라크와 아프가니스탄에서의 전쟁을 지원하면서 국방비 예산에 적자를 기록했다.

미국의 군사적 재균형은 예산의 압박하에 있다. 긴축예산은 많은 정책적 이슈들을 불러올 수 있다. 태평양을 포함한 세계 각지에 배치된 미국의 해군 병력에 필요한 투자 지출을 얼만큼 감당할 수 있느냐의 문제는 미국이 군사적 재균형정책을 성공적으로 실행하기 위해 고려해야 하는 사항이다. 일본과 한국 정부는 자국에서 미군의 전진배치에 드는 많은 비용을 감당해야 한다. 일본의 경우, 아베 정부는 오키나와에 있는 후텐마 기지(Futenma base)를 이전하기 전에 오키나와의 미군 해병대 병력을 괌으로 옮겨야 하는 임무를 갖고 있었지만 국내 여론의 반대와 정치적 반대로 인해 미군기지이전 문제를 제대로 해결하지 못하고 있다,
