장애청소년 문화․복지정책의 실태와 개선방향 (Realities of Welfare and Cultural State of the Youth with Disabilities and New Direction of Support Policy)

이 논문에서 연구자는 현재 우리나라의 장애청소년 문화와 복지의 실태와 문제점, 그리고 장애청소년들 이 가지고 있는 문화적 욕구에 대하여 조사를 실시하였다. 장애청소년을 위한 문화적 지원정책은 산발적으로 이루어지고 있는 몇 가지 공연이나 음악회, 연극 등 매우 미흡하다. 전반적으로 장애인을 위한 교육복지 사업은 교육인적자원부가 주관하고 있다. 장애아동 통합교육은 교육인적자원부의 주요 특수교육 정책으로 지난 수년 간 괄목할만한 진전을 이루어 온 것이 사실이다.
그러나 학교 밖에서 이루어지는 장애청소년의 다양한 활동을 촉진하는 지원은 교육복지 사업에 비해 매우 저조한 실정이다. 따라서 정부는 교육과 복지, 문화, 체육 등 다방면에 걸쳐 부처간 협력을 통해 장애를 가지고 있는 청소년을 위한 실질적 활동을 활성화하기 위한 지원정책을 조속히 개발하고 지원해야 한다. 한
국은 경제협력개발기구(OECD)에 가입한지 이미 오래되었다. 국제사회에서 한국의 위상에 맞게 소외 계층의 아동과 청소년을 위한 국가의 책임이 더욱 크게 느껴지는 시점이다.

영어초록

According to a survey done by Korea Institute for Health and Social Affairs, about 1.45 million people are having disabilities as of 2000. Among them, a number of 103.5 thousand are youth who have disabilities. The Korean government has tried to build a useful support system and develop policies to
help the people with disabilities.
As a consequence, several provisions are now in operation that are directly related to disabilities.
Nevertheless, there are acute and serious discrimination and prejudice on disability spread wide in Korea. Also the level of recognition among people seeing the realities of disabilities are quite low.
Therefore, it is very difficult to secure full participation and equality of the people with disabilities.
There are not many well prepared plans and policies to support the activities of youth who have disabilities in Korea. Still, there is no single research to study the prevalence of disabled youth based on the age categories of 9 to 24 by Youth Basic Law. In a survey research done by the Korea Institute for Youth Development (Park et al., 1999), the number of youth population who have disabilities are about 400 thousand.
In this article, the author described about the current state of culture and welfare of the Korean disabled youth. In addition, various desires and needs about culture and welfare of the disabled youth were probed through survey. The author also described the contemporary support policies of the government that are in effect. A few reasonable directions of pursuing support policies from the government are indicated in the paper.
In the third "Basic Plan for Youth Development" of 2003, five major policy tasks were adapted. One of the tasks in this plan is for supporting the welfare programs for the disadvantaged youth. However, there are several different categories of disadvantaged youth; for example, youth from low-income
families, drop-out youth, youth from agricultural and seaside communities, and the disabled, etc. All of these categories are tied under one title, i.e. the disadvantaged youth.
Moreover, most programs for youth within this categories are for providing subsidies to cover education, promote employment, and support self-help. These programs are habitually implemented by other administrative bodies within the government. Therefore, it is the time for the staff in the Ministry
of Culture and Sport to prepare a comprehensive plan to facilitate diverse activity programs for the youth who have disabilities.
