전의경제도의 문제점과 개선방안에 관한 연구 (The Study on the Improvement and Some Problems of the Combat Police and Auxiliary Police Policy)

초록

한국의 전투경찰제도는 세계에서 그 유래를 찾아보기 어려운 독특한 제도이다. 전의경은 경찰인력의 약 30%이상을 차지하고 있으며 경찰의 시위진압 등 치안업무수행에 중요한 자원으로서 역할을 수행하고 있다. 치안환경의 새로운 변화와 치안서비스의 전문화를 위해서 전의경제도의 대안을 강구해야 할 필요성이 충분히 있다. 전의경제도의 폐지논란과는 별개로 현실적으로 전의경의 인권침해 문제가 야기되고 있는 것도 사실이다. 전의경 대원의 구타 및 가혹행위, 그로 인한 복무이탈과 자살사고 등에서 보듯이 전의경의 복무 중 사고는 적지 않게 발생하고 있는 실정이다. 신임전의경의 군생활 초기에 제대로 적응하지 못하는 군복무부적응현상도 대단히 큰 관심사이다.
이 논문의 연구목적은 전의경제도의 쟁점에 대하여 검토하고 이것이 가지고 있는 문제점을 분석하고 그 개선방안을 제시하는 데 있다. 연구의 범위는 전투경찰제도가 가지고 있는 문제인 구타 및 가혹행위문제, 군복무 부적응자에 대한 문제, 전투경찰제도의 존폐문제 등에 대하여 논의해보고자 한다.

영어초록

The Combat Police and Auxiliary Police Policy is operated by unique drawing that is difficult to find the origin in the world. Although The Combat Police and Auxiliary Police Policy is above 30% of police manpower and conducts its role as the important supporter for the activation of public peace, it is urgent seeking for alternatives of The Combat Police and Auxiliary Police Policy under the environment which expects the professional public peace service. Danger that is revealed in violence such as severity action is great and suicide as well as this infringes person's human rights and dignity. Is being responsible for service secession and so on. Necessity of research about human rights situation about relationship. Some of the new soldiers, who lived in this kind of society create problems due to lack of adjustments in military life style. We should consider the different characteristics of the soldiers and different culture that affects the adoption to the military life style and we should find out the problems that makes the soldiers uncomfortable in adjusting to the military life style. In order to stop the problems and accidents, we should have visual physical care, latency activation, and respect of one's personality.
The purpose of this study was to analyze the cases of the suicides committed by the soldiers who had been conscripted being obliged to serve the military and were on duty in certain areas and address their problems for a better understanding of the cases and thereby, explore the ways to reform government's treatment of the suicides and thus, suggest some ways to properly treat them at the level of the government. This article aims to insist on the necessity of abolition of the The Combat Police and Auxiliary Police which is composed of the youths who serve in the army.
