장애인 창업의 결정요인에 관한 연구 (Determinants of Start-up among the Disabled)

초록

본 연구는 장애인 창업의 결정요인에 대해 검증하였다. 선행변수로써 인구학적 특성, 인적 및 사회적 자본,사회적 지원을 포함하였다. 장애인 창업 및 경제활동에 영향을 미칠 수 있는 인구학적 특성은 성별, 연령,장애등급을 들 수 있다. 특히 연령에 있어서 경제활동 참여를 희망하는 장애인의 연령이 높을수록 필요성을강하게 인식하기 때문에 경제활동 참여률이 높아진다는 주장과 구인처 또는 고객들은 연령이 낮은 인력을선호하기 때문에 연령이 낮을수록 경제활동 참여률이 높아진다는 상이한 주장이 있다. 인적 및 사회적 자본은개인의 능력과 관계와 관련된 변수들을 포함하고 있다. 또한 사회적 지원 요인들은 공공 및 민간기관을 통해사회적 또는 제도적인 지원을 받았는지의 여부를 포함한다. 따라서 본 연구에서 기존의 장애인 창업과 관련된연구들에서 다루어져 왔던 선행요인들과 본 연구의 자료 원천을 통해 추출된 선행요인을 통해 장애인 창업에영향을 미치는 요인들을 검증하고자 하였다.연구표본은 장애인지원 기관에 등록된 장애인들에게 온라인 설문을 통해 실시하였으며, 최종적으로 847명의응답을 가설검증에 활용하였다. 연구결과를 보면, 인구학적 특성의 결과를 보면, 연령은 창업에 긍정적인 영향을 미쳤으며, 장애정도가 낮을수록 창업이 더욱 증가하는 것으로 나타났다. 인적 및 사회적 자본 관점에서보면, 가족 또는 주변 지인들 중에서 창업을 했거나 사업을 하고 있는 사람들이 있는 집단이 그렇지 않은집단에 비해 창업의 가능성이 더 높아지는 것으로 나타났다. 또한, 모의창업프로그램 참여 경험은 창업에긍정적인 효과를 가져왔다. 사회적 지원 요인 중에서는 자금지원과 공간 및 사업장지원이 창업에 긍정적인영향을 미치는 것으로 나타났다. 기술교육이나 경영교육과 같이 간접적인 지원보다는 자금이나 장소와 같이직접적이고 실질적인 지원제도가 더욱 효과적인 것으로 판단된다.본 연구의 결과는 정부, 지자체, 공공기관 등 장애인의 창업뿐 아니라 경제적 및 사회적 참여를 촉진하기위한 제도 및 정책 마련에 필요한 정보를 탐색적으로 확인하는 데에 도움이 될 것으로 기대된다. 특히 기존비장애인 창업 연구와의 비교 및 기존 장애인 창업 연구와 비교할 때 유사한 결과와 상이한 결과를 확인할수 있다는 점에서 더욱 의미가 있다고 할 수 있다. 그러나 기술 사업화 지원 프로그램의 참여가 유의하게부정적인 영향을 미친다는 점 등은 예상하지 못한 결과라고 할 수 있다. 이는 공공 및 민간기관에서 제공되는기술지원 프로그램의 효과성이 부족하여 장애인 교육생들의 창업동기에 영향을 미치지 못하거나 오히려 창업동기를 저해할 수 있다는 점을 보여주고 있다. 즉, 제공되는 모든 정책이나 프로그램 등이 효과를 발휘하는것은 아니라는 점을 주목할 필요가 있다.

This study validated the determinants of the disabled start-ups. They included demographiccharacteristics, human and social capital, and social support factors. Demographic characteristics thatcan influence start-up and economic activities for the disabled include, age, gender, and level ofthe disabled. It has been argued that the higher the age of disabled people who wish to participatein economic activities, the higher the employment rate because they strongly recognize the need foremployment, while other argue that the lower the age, the higher the employment rate is becausethe lower the number of people in the job market the higher the employment rate. Such differentviews exist simultaneously. Therefore, it is necessary to verity the existence of a disabled start-upin accordance with these demographic characteristics.
In terms of human and social capitals, education, family’s experience on start-up, acquiringcertificate, participation in mock start-up program can affect the economic activities and start-up ofthe disabled. Certification serves as an indicator of a person’s skill or level of knowledge in thelabor market. Therefore, the qualified disabled will have a positive impact on employment as wellas economic activities because they can be considered as having the necessary capabilities. On theother hand, some argue that managers do not value the existence of a license or certificate whenhiring disabled people. It is argued that they do not have high expectations of results or performancethat can be produced by the disabled. However, there is little evidence on the effects of the humanand social capitals on the disabled’ start-up.
Social supports are important for the disabled to determine running their enterprise. If thedisabled participate in knowledge, skills, and competencies development programs sponsored by publicor private institutes, they enable to increase their competencies which are necessary for running theirenterprise. Thus, public agencies or institutes provide the disabled with additional supports such asfinancial supports, fund raising, marketing channel support, promotion, HR service, or facilities. Thesesocial support may influence the start-up among the disabled.The research sample was collected by online survey of the disabled registered with thedisability recognition institutions and finally utilized 847 responses to test hypotheses. Studies showthat age has had a positive effect on start-ups, and that the lower the degree of disability, the higherthe number of start-ups. Based on the results, Hypothesis 1-2 and 1-3 were supported. In terms ofhuman and social capitals, it has been shown that a group of family members or acquaintances whohave started or are doing business is more likely to start a business than a group that has not. Also,the experience of participating in a mock start-up program has had a positive effect on start-ups.Based on the results, Hypotheis 2-2 and H2-4 were suported.
Among the social support factors, fundingand space support have a positive impact on start-ups. Direct and practical support systems, suchas funds and places, are judged to be more effective than indirect support such as technical ormanagement education. Based on the results, Hypothesis 3-3 and 3-9 were supported.
This study focuses on the determinants of start-ups with disabilities. The participation ofthe disabled in economic activities is important in which they enable to live as a member of societythrough earning and social participation. Thus, participation in economic activities can be used ameans of maintaining physical and mental health. In this regard, empirical verification of whatcharacteristics or variables can affect the start-up of the disabled will be able to provide practical as well as theoretical implications. The results of this study are expected to help prepare institutionssuch as the government, local governments and public institutions to promote economic and socialparticipation as well as start-ups among the disabled. In particular, it is believed to be more meaningfulin that similar and non-disabled results can be confirmed when compared to existing non-disabledstart-ups and research on start-ups for the disabled. There are some findings which will be reexaminedfor the future studies. That is, some hypotheses were supported, but others not. In particular,participation in skill development program had a negative and significant impact on the start-up amongthe disabled. The results may infer that poor or ineffective programs may not motivate or demotivatethe intention of running start-up.
