소년원 시설의 사회화와 프로그램 개선방안 연구 (A Study on the Improvement of Socialization and Programs of Juvenile Detention Facilities)

초록

이 연구는 소년원 처우의 개선방안을 논의하기 위해 소년원 시설의 사회화 방안과 소년원 교육프로그램의 개별화 방안을 모색하는 것을 목적으로 진행되었다.
연구목적을 달성하기 위해서 보호소년 대상 소년원 교육프로그램의 효과와 만족도를 파악하였고, 소년원 시설의 사회화 수준을 알아보기 위해서 보호직 공무원과 외부 전문가를 대상으로 심층면접을 하였다.
그 결과 소년원 학생들은 교과과정, 직업훈련, 집단상담, 체육활동 등 전체에서 프로그램에 대한 효과성과 만족도 수준이 높았다. 프로그램 효과성 분석에서는 집단상담이 가장 높았고, 그 다음이 체육활동이었다. 반면 효과성이 가장 낮은 프로그램은 직업훈련프로그램이었다. 프로그램 만족도 분석에서는 체육활동에서 만족도 수준이 가장 높았고, 교과교육에서 가장 낮은 만족도를 보였다. 프로그램에 대한 욕구 분석은 체육활동이 가장 높았으나 직업훈련에 대한 욕구는 가장 낮게 나타났다.
보호직 공무원과 외부강사를 통해 시설의 사회화 수준을 알아보았다. 그 결과 전체소년원과의 연대는 잘 이루어지고 있었고, 자체 교사로 이루어질 수 없는 인성교육의 경우는 대부분 유급강사를 활용하였다. 다만 외부에서 기획해서 들어오는 프로그램의 경우 담당선생님과의 상호작용이 단절되어 있었다. 프로그램 진행과정상에 나타나는 조언과 피드백을 하지 못하는 한계가 있었다. 그리고 지나치게 소년보호의 이념에 반하여 시설이 폐쇄적으로 운영되고 있었다. 이를 개선하기 위해서는 내실 있는 지역자원 연계가 필요하고, 지역사회 기반 소년원 시설 운영방안을 적극적으로 검토할 것을 제안하였다.

영어초록

This study discusses ways to improve how youth detention centers would treat juvenile delinquents and looks into how to help the centers with their socialization as well as individualization of their training programs.
In order to achieve the research goals, the study first examined both effects of the training programs targeting the juvenile delinquents and the delinquents’ satisfaction with the programs. The study then aimed to learn levels of socialization of the youth detention centers and it had in-depth interviews with these civil servants in charge of supervising the juvenile delinquents and experts from the outside.
Findings reported that effects of the training programs are satisfactory and that the students in the youth detention centers are basically content with all the programs such as curriculums, job training, group therapy, physical activities and others. An analysis on the effectiveness of the programs confirmed that the group therapy has a high level of effectiveness followed by the physical activities. On the other hand, the job training programs turned out to be the least effective. In terms of the satisfaction with the programs, the students are most satisfied with the physical activities but they are not happy about the curriculums. Through an analysis on the need for the programs, the study learned that the students have the greatest need for the physical activities but the lowest need for the job training.
The study investigated the levels of socialization of the youth detention centers with the help of the civil servants in charge of supervising and the lecturers from the outside. Results did not say that both the civil servants and the outside lecturers have good ties with the youth detention centers, and it was also learned that when it comes to personality education, most of the centers work with paid lecturers. However, in terms of programs that are originally designed outside before being introduced to the centers, the centers never have interactions with teachers in charge. The study noticed this limit which does not allow the teachers to offer advices or feedback occurring in processes of the programs. In addition, the study also learned that the centers are being closed to the outside which is what goes against these ideas of juvenile protection. The study suggests that as long as the centers want to improve the problems, they first should find reliable local supports and resources and that they should be most willing to review how they are cooperating with local communities on operation of their programs.
