보건 및 사회복지서비스업의 성장요인 분석 (Study on the Factors of Growth in the Health and Social Welfare Service Industry)

초록

본 연구는 보건 및 사회복지서비스업의 성장과 성장 원인을 분석대상으로 한다. 성장과 관련된 지표로 산업별 경제 성장률과 잠재 성장률이 사용되었다. 또한 성장 원인을 분석하기 위해 생산 요소별 성장 기여도와 함께 산업별 경제적 파급효과를 분석했다. 경제적 파급효과를 분석하기 위해 산업연관표를 활용하며, 사회복지서비스업의 생산유발계수, 부가가치유발계수, 취업유발계수와 타 산업과 비교한다.
분석 결과, 보건 및 사회복지서비스업은 빠르게 성장하고 있으며 특히 잠재 성장률 역시 빠르게 상승했다. 이처럼 보건 및 사회복지서비스업이 양적으로 빠르게 성장하고 있는 것은 주로 노동에 의한 것이었고, 이와 함께 정부지출 증가와 함께 정부지출에 따른 경제적 파급효과 역시 컸기 때문이다. 또한 보건 및 사회복지서비스업이 발전하면 이로 인해 타산업의 생산을 크게 유발시키고 취업자 수 역시 크게 증가시키는 것으로 나타났다. 다만, 부가가치유발효과는 낮았으며 이는 보건 및 사회복지서비스업은 주로 비영리 경제 주체들로 구성되었기 때문이다.
종합하면, 보건 및 사회복지서비스업의 생산유발계수와 취업유발계수는 모두 서비스업 평균보다 크지만 부가가치유발계수는 작은 것으로 나타났다. 또한 생산 요소별 성장 기여도 측면에서 노동 기여도가 높은 점과 부가가치유발계수가 작은 것은 보건 및 사회복지서비스업이 저부가가치 산업이라는 것을 보여준다.
그럼에도 불구하고, 보건 및 사회복지서비스업이 직면한 저효율성의 문제를 해결하기 위해 IT 융합, 기계화 등 보건 및 사회복지서비스업의 산업화를 위한 전략이 마련될 필요성이 있다. 특히, 보건 및 사회복지서비스업의 정부지출에 의한 경제적 파급효과는 크다. 이와 같이 보건 및 사회복지서비스업은 국민 복지 증진이라는 공익적 측면과 함께 경제 성장 기여라는 산업적 측면을 모두 지니고 있기 때문에, 정부 지출을 확대할 필요성이 있다.

영어초록

This paper is trying to analyze the reason why the health and social welfare service industry is growing. The growth rate and the potential growth rate by industry are used to analyze it. And the contribution of production factors to the growth rate and the economic effects by industry are analyzed. The input-output table provided by the BOK (Bank of Korea) is used to analyze it. And production inducement, value-added inducement and labor inducement by industry are computed with the input-output table.
The results show that the health and social welfare service industry is growing very fast and the contribution of labor to the growth rate is greater than them of other production factors. And the government expenditure for the health and social welfare service industry is increasing and the economic effects by that are greater than other industries. In addition, the coefficients of the production inducement and the labor inducement are greater than other industries. But the health and social welfare service industry consists of non-profit organizations so the value added inducement coefficient of it is lower than other industries.
In summary, the production inducement and the labor inducement of the health and social welfare service industry are greater than service industry but the value added inducement of the health and social welfare service industry is smaller than service industry. And in the aspect of the contribution of production factors to the growth rate, the contribution of labor to the growth rate is small. So the health and social welfare service industry seems to be a low value-added industry.
Nonetheless, measures related to the mechanization of labor-consuming process and IT (Information Technology) fusion are needed to solve the problem of low efficiency in the health and social welfare service industry. In addition, the economic effects of government spending in the health and social welfare service industry are great. So, the government has to increase the expenditure for the health and social welfare industry because it contributes to the welfare improvement and the economic growth.
