해방 전후 중등 교육과정의 변화 (The Changes of Secondary School Curriculum before and after the Liberation of Korea)

초록

일제말기 역사교육은 황국신민의 연성을 목표로 했고, 일제의 침략전쟁에 한국인을 동원하기 위한 도구로 활용되었다. 일제에 의해 계획되고 운영되었던 왜곡된 역사교육은 폐기되어야 했고, 1945년 해방은 새로운 역사교육을 시작할 수 있는 기회였다.
1946년 9월부터 적용된 새로운 중등학교 교육과정에는 사회생활과 도입, 선택과목의 확대, 실업 교육 강화, 과학 분야의 비중 확대 등의 변화가 있었다. 즉, 일제시대의 중등교육과정과 비교했을 때 외형적인 모습에서는 단절성을 찾을 수 있다. 하지만 국가 권력이 역사교육을 인식하는 방법은 연속되고 있었다.
해방 후 남한에 설치된 미군정은 미국식 민주주의 국가 건설을 목표로 했고, 교육은 그 목표를 달성하는데 있어 중요한 수단이었다. 그리고 미군정은 민주주의를 이해시키고 습득하게 할 수 있는 가장 적합한 교과가 ‘사회생활과’라고 확신했다. 미군정 정책 결정자들의 이러한 인식이 미군이 서울에 도착한지 1년 만에 사회생활과가 포함된 교육과정을 가능하게 했다. 그리고 역사는 독립과목이 아니라 사회생활과의 한 부분으로 포함되었다.
1946년 9월, 사회생활과가 교육과정에 도입된 것은 사실이다. 하지만 사회생활과 도입을 주장했던 사람들의 의도대로 이 교과가 운영되지는 않았다. 무엇보다 사회생활과를 담당할 교사와 교과서가 전혀 준비되지 않은 상태였다.
앞으로 해방 후 역사교육에 대한 연구는 정책 결정과정이나 수립된 정책의 의미를 파악하는 것보다 학교 현장에서 이루어진 역사교육의 실제적인 모습을 통해 그 시대를 이해하는 방향으로 나아가야 할 것이다.

영어초록

The goal of history education during the late Japanese colonial period was the "education on the subjects of Japanese empire" which was used as an implement of mobilizing Koreans for the imperial aggression. The distorted history education planned and practiced by Imperial Japan should be abolished, and Korea's independence in 1945 was the great opportunity for Korea to pave the way for new history education.
Some of the changes in the newly introduced secondary school curriculum, applied from September, 1946, included the introduction of Social Studies, the expansion of elective course offerings, the strengthening of vocational and technical education, and the increasing emphasis on the field of science. In other words, compared with the secondary school curriculum during the Japanese colonial period, the new curriculum showed superficial discontinuity from its predecessor. However, the way the government understood history education did not change in a significant way.
After the liberation of Korea, the US Military Government established in Korea aimed to build an "American" democratic government in South Korea, and education was the critical means to achieve this goal. The US Military Government was assured that Social Studies was the crucial subject for Koreans to understand and practice democracy. This awareness of the policy-makers during the period of U.S. Military Government made it possible to make Social Studies embedded into the curriculum just in one year after U.S. Army arrived Seoul. In the mean time, History was included as a part of Social Studies, not as an independent subject.
Despite the fact that Social Studies was introduced from September, 1946, the education of Social Studies wasn’t carried out fully according to the intention of the advocates of its introduction. Above all, there were neither prepared instructors who took charge of Social Studies, nor proper textbooks for students.
Therefore, to properly understand this period, the focus of the study on the history education after the liberation of Korea should be placed on the practical implementation of history education in schools, rather than on the policy-making processes, or the meanings of the policies.
