민간자격관리자의 민간자격 관리․운영 규정 개선 방안 연구 (The Study on Plans for Improvement of Regulations for Management and Operation of Private Certifications of Private Certification Managers)

초록

이 연구의 목적은 민간자격관리자들이 관리․운영하고 있는 민간자격에 대한 관리․운영 규정 실태를 살펴보고, 자격의 관리․운영 규정 중 문제 출제․검토, 문제인쇄․운반, 시험관리 등 공통적으로 갖추어야 하는 민간자격 관리․운영 규정 개선 방안을 제시하는데 있다. 연구를 통해 제시된 민간자격 관리․운영 규정에는 총칙, 검정관리 조직, 시험문제 작성․출제․검토․편집․인쇄․운송․보관 관리, 시험시행 및 시험관리, 채점 및 성적관리, 합격자 공고, 사후관리, 기타(회계 등)에 대한 내용이 포함되어야 할 것이다. 각 항목별로 포함되어야 할 구체적인 규정들을 정리하면 다음과 같다. 첫째, 총칙에는 자격시험을 관리․운영하는 규정의 목적, 규정이 적용되는 범위, 규정에서 사용하는 용어의 정의 등이 포함되어야 할 것이다. 둘째, 검정 운영조직 및 역할에서는 조직 및 업무분장, 검정시험관리 위원회의 구성 등이 포함될 수 있다. 셋째, 시험문제 출제계획에서는 시험문제의 방법, 과목, 문제 수, 시험범위, 시험시간, 시행일시 등에 대한 사항을 규정한다. 넷째, 문제지 인쇄 및 발송관리에서는 시험문제지 인쇄업체를 설정하고, 보안이 유지될 수 있도록 보안시스템 설치 및 체계적 발송 관리 부분에 대한 사항을 규정한다. 다섯째, 시험 준비규정에서는 수험사항 공고 및 통지, 시험장 확보, 시험본부 설치, 수험자 응시원서 교부 및 접수, 감독관 위촉 및 활용 등에 대한 항목을 규정한다. 여섯째, 검정 시행과정에서는 문제지․답안지 배부 및 회수, 시험시간․수험자 확인 및 교육 등에 대한 사항을 규정한다. 일곱 번째, 채점 및 성적처리 규정에서는 필기․실기 채점기준, 채점위원회 개최, 채점원 교육, 채점, 답안지 관리, 합격자결정, 합격자 공고 등의 사항을 규정한다. 여덟 번째, 사후관리에서는 자격증 교부 및 관리 등의 사항을 규정한다. 아홉 번째, 회계관리에서는 검정사업비 지급기준, 수당 및 여비, 시험장 운영비, 시설․장비 사용료 지급, 정산 등의 사항을 규정한다.

영어초록

The purposes of this study is to find current status of regulations of management and operation of private certifications that private certification managers manage and operate and suggest plans for improvement of regulations for management and operation of private certifications among regulations of management and operation of certifications such as setting reviewing, printing and transporting questions, test management, etc. Management and operation regulations of private certification management this study suggests have to include general rules, an organization of test management, management of writing, setting, reviewing, editing, printing, transporting and storing questions, test implementation, test management, grading, score management, notice of successful applicants, follow-up management and others(including accounting). Specific regulations each detail has to include are as follows: First, general rules should include purposes of regulations that help manage and operate certification tests, scope of regulations, definitions of terms used for regulations, etc. Second, a test operation organization and its role may include division of organizations and works, compositions of a test management committee, etc. Third, plans for setting questions regulate methods of questions, subjects, the number of questions, scope of tests, test time, date of implementation, etc. Fourth, with regard to printing exam sheets and sending management, printing companies are selected and installment of security system and systematic sending management are regulated to keep security. Fifth, regarding regulations for exam preparations, details of announcement and notice of examinations, securing test sites, installment of a test center, distribution and receipt of test applications and appointment and utility of exam supervisors are regulated. Sixth, as for the process of test implementation, details of distribution and collection of exam sheets and answer sheets, test time and identification and education of testers are regulated. Seventh, regarding regulations for grading and score management, details of grading standards of written and practical tests, opening of a grading committee, education of graders, grading, answer sheet management, decision of successful applicants and notice of successful applicants are regulated. Eighth, with regard to follow-up management, details of distribution and management of certifications are regulated. Ninth, as for accounting management, details of payment standards of test expenses, allowance, travel expenses, operating expenses of test sites, payment of fees of facilities and equipment and calculation are regulated.
