인구구조 변화에 따른 지방세 문제점 및 개선방안 (A Study on the Problems and Improvements of Local Tax System due to Demographic Change)

초록

본 연구의 목적은 인구구조 변화에 대응하기 위한 조세체계 개선방안에 대한 토대를 제공하기 위하여 지방세의 문제점 및 개선방안을 제시하는 것이다. 한국의 총인구 및 생산가능인구가 급속도로 감소하고 있고, 고령인구가 급증하고 있으며, 소멸위험지역이 급속도로 증가할 것으로 예상됨에 따라 지방세의 기반이 되는 상당수의 지방이 소멸하는 상황에서 현재의 지방세 체계는 운영할 수 없게 될 가능성이 커지고 있다.
이와 같은 급변하는 인구구조 변화에 따라 현행 지방세는 다음과 같은 문제점이 있다. 첫째, 지방세 원칙 불일치하고 있다. 둘째, 지방세 수입 감소하고 있다. 셋째, 지방재정 부담 증가하고 있다. 넷째, 지방소멸이 가속화되고 있다. 다섯째, 지방세의 복잡성이 매우 크다.
이러한 지방세의 문제점을 해소하기 위하여 본 연구에서는 지방자치단체의 광역 통합을 통한 현행 지방세의 문제점을 개선하고자 한다. 지방자치단체의 광역 통합은 다음과 같은 장점이 있다. 첫째, 지방자치단체의 규모가 커지면 행정 인력과 예산을 효율적으로 활용할 수 있다. 둘째, 지방자치단체의 규모가 커지면 지역 경제가 활성화됨에 따라 지방세 세수도 증가할 수 있다. 셋째, 지방자치단체의 규모가 커지면 주민에게 제공되는 공공서비스의 질이 높아질 수 있다. 넷째, 지방자치단체의 광역통합으로 인해 중앙 정부와 지방자치 단체 간 권한 분산이 개선될 것이다. 다섯째, 지방자치단체의광역 통합으로 인해 지방자치단체의 역할과 업무분장이 명확해지고 행정서비스 제공과 문제 해결 기능이 강화될 것이며, 지역 경제를 활성화를 위한 사업체 유치, 안전 및 환경 등 다양한 서비스를 제공할 수 있을 것이다. 추가로 고령인구를 세심하게 베려 하기 위하여 지방세의 납부 편의를 개선해야 할 것이다.
지방자치단체의 광역 통합은 위와 같은 장점이 있음에도 불구하고 여러 가지 문제점을 가지고 있음도 사실이다. 그러나 급격한 저출산 및 고령화에 따른 인구구조 변화라는 커다란 변혁의 상황에서지방자치단체를 정상적으로 운영하기 위한 대안이 될 것이고, 지방세 세입과 세출을 개선할 수 있는 좋은 대안이라고 판단된다. 따라서 성공적인 지방자치단체의 광역 통합을 위하여 국민 참여와 의사결정과정의 투명성을 높여 지역주민들의 소통과 협력을 강화한다면 지방자치단체의 광역 통합은 인구구조 변화의 시대에 지방자치단체의 재정 부담을 줄이고 주민들의 삶의 질을 향상하는 데 도움이 될 것이다.
본 연구에서 검토한 인구구조 변화에 따른 지방세의 문제점 및 개선사항을 기반으로 하여 더욱 심도 있는 검토를 통하여 인구구조변화에 연착륙하기 위한 충분한 대안을 검토하기 위한 토대가 되기를 바란다.

영어초록

The current local tax system in Korea is facing a number of challenges due to rapid demographic changes. The total population and working－age population are declining, the number of elderly people is increasing, and the number of areas at risk of disappearance is expected to increase rapidly. As a result, many of the localities on which local taxes are based will disappear, making the current system unviable.
One solution to this problem is to improve the current local taxation system through regional integration of local governments. This would allow larger local governments to utilize administrative staff and budgets more efficiently, increase local tax revenues by boosting the local economy, improve the quality of public services provided to residents, and decentralize power between the central government and local governments.
The regional integration of local governments has a number of advantages. First, larger local governments can utilize administrative staff and budgets more efficiently. This is because they can share resources and services, and eliminate duplication of effort. Second, a larger local government can increase local tax revenues by boosting the local economy. This is because they can attract more businesses and investment, which will lead to increased economic activity and tax revenue. Third, larger municipalities can improve the quality of public services provided to residents. This is because they have more resources to invest in public services, and they can pool expertise and resources to provide more efficient and effective services. Fourth, the regional integration of local governments will improve the decentralisation of power between the central government and local governments. This is because larger local governments will have more autonomy to make decisions about how to raise and spend tax revenue. Fifth, the regional integration of local governments will clarify their roles and division of labour, strengthen their ability to provide administrative services and solve problems, and provide a range of services such as business attraction, safety and environment to boost local economies.
Despite the advantages, the regional integration of local governments also has a number of challenges. First, it can be difficult to get local governments to agree to merge. This is because each local government has its own interests and priorities, and they may be reluctant to give up their autonomy. Second, the regional integration of local governments can be expensive. This is because it requires the development of new systems and procedures, and the duplication of some services may not be eliminated immediately. Third, the regional integration of local governments can be disruptive. This is because it can lead to changes in jobs, services, and the way that people interact with their local government.
The regional integration of local governments is a complex issue with both advantages and challenges. However, it is an important option for improving the current local taxation system in Korea. If it is implemented successfully, it can help to reduce the financial burden on local governments and improve the quality of life of residents in the era of demographic change.
In order to ensure the successful implementation of regional integration of local governments, it is important to address the challenges that have been identified. This includes getting local governments to agree to merge, providing financial support for the integration process, and managing the disruption that may occur. It is also important to ensure that the integration process is transparent and that the public has a voice in the decision－making process.
This study has only examined the problems and improvements in local taxation due to demographic change in Korea. Further research is needed to examine the issue in other countries and to identify additional solutions that may be applicable to Korea.
