제3세계 디자인 정책 활성화 방안 연구 (A Research on Enhancement of Design Policy for the Third World)

초록

디자인의 궁극적인 가치는 인간의 삶의 질을 향상시키고 소통하며 막힘없이 조화로운 세상을 만드는것으로 모든 사람들이 쉽고 편안하게 그리고 행복하게 사용할 수 있도록 하며 또한 사회 평등과 인간가치의 실현을 추구하는 것이다.
최근 사회전반에 걸쳐 공공영역에 대한 질적 선진화가 요구됨에 따라 공공디자인의 중요성이 날로 확대되고 있다. 이미 서울시는 세계디자인 연합기구가선정하는 세계디자인수도 (WDC: World Design Capital)로 선정되어 교통, 수자원, 토목, 조경, 건축, 도시계획,문화 등 거의 전 분야의 정책에 융합적 사고의 공공디자인을 적극 반영하고 있다. 나아가 앞으로도 도시의 사회, 문화, 경제적 삶을 발전시키는 과정 속에서디자인의 역할을 널리 알려야 하며 단순히 서울의 문화적 및 잠재력 가능성을 대내외적으로 알리는 것을넘어 해외 공공디자인의 질적 향상이 필요한 나라에가능성을 제시할 수 있는 좋은 본보기가 되어야 한다.
이를 위해 디자인의 과도기를 거치며 디자인 선진사례 벤치마킹을 통해 축적한 국내 디자인 강화의 노하우를 체계적으로 전략화하여 태국, 말레이시아, 베트남, 중국, 러시아, 멕시코와 같은 제 3세계에 디자인에 대해 널리 알리고, 그곳의 삶의 질을 높이는 질적성장에 기여할 수 있다.
따라서 본 연구는 디자인의 정의와 영역에 대해 살펴보고, 선진사례로써 독일과 미국의 디자인 진흥정책및 디자인기관과 업무에 대해 심층연구를 진행하며제3세계의 디자인 정책과 디자인 현황을 분석하여 제3세계의 현황에 맞는 다양한 디자인 활성화 방안을모색하고자 연구되어졌다.
이를 위해 국내외 문헌연구를 통해 디자인 정책의정의에 대한 연구가 이루어졌으며, 국내외 학위논문과서적을 포함한 문헌연구를 통해 미국과 독일의 디자인 정책 및 디자인 현황에 대한 선진 사례와 태국, 베트남, 중국 등 제3세계 7개국에 대한 디자인 정책과디자인현황 분석을 진행하였다.
본 연구 결과 태국, 말레이시아, 베트남, 중국, 러시아, 멕시코와 같은 제 3세계의 디자인의 질적 향상을위한 디자인 교육, 국제공모전 개최, 디자인 무상 사업 지원, 디자인 컨설팅 시행에 중점을 둠으로써 디자인의 점진적인 선진화를 이룰 수 있으며 이는 디자인에 대한 인식과 정부기관의 지원이 낮은 제 3세계를위한 디자인 교육, 국제공모전 개최, 디자인 무상 지원 사업, 디자인 컨설팅 사업을 실시를 통해 그들의삶의 질 향상과 디자인을 활용한 도시 전반의 발전에기여할 수 있다.

영어초록

The ultimate value of design is to improve and share human life in order to create a free and harmonious world. It is also about allowing people to exercise designing with convenience and happiness that it may in turn lead to social equality and realization of human value.
As there are recent demands for qualitative advancement in the public domain throughout the society, the importance of public design is expanding day by day. The city of Seoul has already been selected as one of the World Design Capitals (WDC)by the world design organizations and it is actively applying flexible public designs in almost all areas of government policies such as transportation, water resources, civil engineering, landscaping, architecture,urban planning, and culture. Furthermore, the role of designs must be widely informed during the process of advancing the city’s social, cultural, and economic life. It must also go beyond just informing Seoul’s cultural and potential possibilities at home and abroad, but become the model example that can open the possibility for countries that need qualitative improvement in public designs.
For this purpose, the know-how for strengthening international designs that have been accumulated through transition periods of designs and prior benchmarks should be systematically strategized. With this, designs can be widely transmitted to third world countries such as Thailand, Malaysia, Vietnam, China, Russia,and Mexico so that the contributions of qualitative growth in the people’s lives may be realized.
Thus, the study explores various ways to activate public designs that match the current status of the third world by considering the following: Observation of the characterization and field of design; in-depth study of German and US design promotion policy,design organizations, and work based on best practices;and analysis of design policies and status in third world countries.
To this end, a study on the characterization and field of design was conducted through documentary research at home and abroad. Also, best practices of policies and current public designs in the US and Germany, as well as 7 other third world countries such as Thailand, Vietnam, and China, was analyzed through documentary research which included theses and literature from home and abroad.
From the result of the study, gradual advancement of design can be achieved by focusing on implementing education on designs, holding international competitions,supporting grant projects in design, and design consulting as a way to qualitatively improve designs in third world countries such as Thailand, Malaysia,Vietnam, China, Russia, and Mexico. The study can contribute to the quality of life and the overall urban development in third world countries, which have insufficient awareness and government support,by utilizing designs through education on public designs, international competitions, grant projects in design, and design consulting.
