한국 자동차산업의 대독일 수출경쟁력 분석 (Analysis of Korean Automobile Industry Export Competitiveness in Germany)

초록

본 연구의 목적은 무역불균형지수(TII)와 무역특화지수(TSI)를 통해 자동차산업 HS 4～6단위 품목군의 수출경쟁력을 진단하고 한국자동차산업의 대독일 무역역조현상에 대한 대응방안을 모색해 보는데 있다. 분석결과는 다음과 같다. 첫째, 한국의 대독일 자동차산업은 한-EU FTA의 관세철폐효과로 인해 무역불균등이 심화되고 있으며, 대독일 무역역조현상의 주원인으로 작용하고 있다. 둘째, 한국자동차산업의 대독일 수입특화 경향이 뚜렷한 가운데, 승용자동차(HS 8703)와 자동차 부품/부속품(HS 8708)에의 수출의존도가 매우 높은 특징을 보였다. 셋째, 한독 승용자동차무역에서 한국은 소형차와 경차에 수출특화되어 있는 반면, 독일은 중대형 자동차에의 수출특화 경향이 뚜렷하였다. 넷째, 자동차산업의 수입특화도가 높을수록 경쟁력이 악화되는 경향이 있었고, 승용자동차(HS 8703)의 무역은 수평적 산업내무역 내에서 차종간 수출입 특화경향이 매우 뚜렷하였다. 다섯째, 불꽃점화식 내연기관 전기자동차(HS 870360)가 절대수출특화품목에서 수입특화품목으로 전환되는 등 차세대 전기자동차의 국제경쟁력 주도권이 변화하고 있었다. 여섯째, 자동차 부품/부속품(HS 8708)의 경우 독일은 수출경쟁력이 강화되고 있는 반면, 한국은 제품의 다양성 확보에 문제가 있었다.
그러므로 한국자동차산업의 대독일 무역역조현상을 극복하고 수출경쟁력을 제고시키기 위해서는, 첫째로 고품격-고부가가치형 ‘강소(強小)자동차’로의 중장기적 특화전략 추구, 둘째로 절대수입특화품목에 대한 수입대체공업화와 대표수요론에 입각한 내수기반 수출촉진전략 추구, 셋째로 국내수요가 증가하는 독일산 자동차 부품의 국산화, 국산부품의 사용승인 및 인증마크 획득, 규격통일 등 제도적 장치 마련, 넷째로 독일시장을 공략하기 위한 수출전략품목의 강화, 마지막으로 EU 환경규제를 대비한 전기 및 수소자동차의 조속한 타깃형 수출전략 마련이 필요할 것으로 보인다.

영어초록

The purpose of this study is to diagnose the export competitiveness of HS 4 and HS 6 units of the automobile industry through TII and TSI and to find countermeasures to the trade deficit of the Korean automobile industry in the trade with Germany. The results of the analysis are as follows. First, trade with Germany by Korea’s automobile industry is intensifying trade inequality due to the tariff elimination effect of the Korea-EU FTA, which is the main cause of the trade deficit in Korean-German trade. Second, the import specialization tendency of the Korean automobile industry vis-à-vis Germany is clear, and the export dependence on passenger cars (HS 8703) and automobile parts/additions (HS 8708) is very high. Third, in the Korean-German automobile trade, Korea is specialized in exporting small cars and lightweight cars, while Germany is characterized by export specialization of medium and large cars. Fourth, the higher the import specialization level, the worse the competitiveness of the Korean automobile industry, and the trade in passenger cars (HS 8703) has a very distinct trend of import and export specialization by type of automobile in horizontal intra-industry trade. Fifth, the initiative of international competitiveness in next-generation electric vehicles is changing, as the electric vehicle (HS 870360) with a spark-ignited internal combustion engine was converted from an absolute export specialization to an import specialization. Sixth, in the case of automobile parts/adjuncts (HS 8708), Germany has been strengthening its export competitiveness, while Korea has a problem in securing product diversity. Therefore, the following strategies are needed to enhance export competitiveness for Korean automobiles: 1) a long-term specialized strategy to make high quality-high value-added “small but strong cars,” 2) strategies for import substitution and industrialization of absolute import specialization items, and strategies for domestic demand-based export promotion based on the theory of representative demand, 3) localization of German automobile parts, acquisition of certification mark for domestic parts, institutional devices such as standard unification, 4) reinforcement of export strategic items to target the German market, 5) rapid export strategy for electric vehicles and hydrogen cars in preparation for EU environmental regulations, etc.
