지방소득세의 개편에 따른 문제점과 개선방안 (Problems and Improvements of Reform in Local Income Taxation)

초록

지방소득세의 독립세화는 지방자치의 본질을 확보할 수 있는 과세자주권 확대라는 측면에서 긍정적으로 평가되고 있지만, 조세정책의 통일성 문제, 지방자치단체간의 조세경쟁문제, 납세의무자의 납세협력비용의 증가문제, 지방자치단체의 조세행정부담 문제 등의 부정적인 면도 있어 이에 대한 대응방안 마련이 필요한 실정이다. 따라서 본 연구는 지방소득세의 과세체계와 현황을 고찰함으로써 지방소득세의 독립세화에 따른 문제점을 제시하였고 다음과 개선방안을 제시하였다. 첫째, 조세정책적인 측면에서 국가정책수립의 통일성을 기하기 위하여 우선 정책목적에 따라 조세감면 적용을 과세권자별로 차등적으로 적용할 필요가 있다. 또한 지방자치단체의 조세경쟁을 방지하기 위해 현행 세율체계를 일정세율로 전환할 필요가 있다. 그리고 납세의무자의 협력비용을 최소화하기 위하여 현행 지방세종합정보시스템(weTax)을 최대한 이용할 수 있도록 해야 할 것이다. 둘째, 조세행정적인 측면에서 지방소득세가 독립세로 전환되면서 추가되는 업무를 파악하여 추가되는 인력을 추산한 결과 약 1,500명이었다. 따라서 지방세무직 인력보강이 요구된다. 또한 지방소득세가 독립세 형태로 전환됨에 따라 지방세의 직무교육프로그램을 개발할 필요가 있다. 그리고 국세정보와 연계성을 강화할 필요가 있다. 셋째, 광역자치단체와 기초자치단체 간의 과세권 조정측면에서 지방소득세를 공동세화할 필요가 있다. 이를 통해 자치구는 지방소득세에 대한 과세권이 확보되어 다른 기초자치단체와의 과세권에 대한 형평성을 갖게 됨과 동시에 자치구의 재정자립도 향상과 세수증대를 위한 노력 등을 기대할 수 있기 때문이다.

First, for the sake of consistency of national policies established from tax policy aspects, it is necessary to apply differently for each tax authority application of tax reduction according to the first policy objectives. Also, in order to prevent tax competition of local governments, it is necessary to migrate the current rate system constant rate. And to minimize the cost of cooperation taxpayer, first, it should be available integrated information system for the current local tax (weTax) maximally. Second, local income tax administrative aspects is converted independently taxes, and to understand the added work, a result of the estimated the added personnel, was approximately 1,500. Therefore, local tax agent resources reinforcement is required. In addition, there is a need to develop a local tax of duties education program in accordance with the transition to an independent tax form local income tax. Then, it is necessary to enhance the cooperation and tax information. Third, from the viewpoint of the adjustment of the taxation rights between the Regional Council and the basic vehicle of organizations, there is a need to co-tax of the local income tax. As a result, the borough is to ensure the taxation rights of local income tax, such as taxation rights of the so as to have fairness and at the same time efforts for the improvement and tax revenue increase of financial independence of the Autonomous Region of the other basic governments This is because promising.
