교육복지우선지원사업 효과성 연구 (Research on the Effectiveness of Educational Welfare Priority Support Project)

초록

본 연구의 목적은 교육복지우선지원사업의 당사자인 학생과 학부모, 그리고 사업을 수행하고 있는 실무자들을 대상으로 교육복지우선지원사업의 효과성을 분석하고, 이를 바탕으로 교육복지우선지원사업의 방향성과 운영 방안을 모색하는 것이다. 이를 위해, 초점집단면접(FGI)를 활용한 질적 연구를 통해 교육복지우선사업의 효과를 측정하였다. 초점집단면접(FGI)은 학생, 학부모, 실무자 총 3개 그룹 33명, 그룹별 2차에 걸쳐 실시하였으며 그에 따른 분석 결과는 다음과 같다. 첫째, 학생 그룹의 경우 실무자의 전문성 부분에 대한 효과성이 높아졌다고 인식하고 있었으며 자신들의 욕구에 최대한 부합하는 프로그램에 참여할 수 있도록 담당 인력이 많은 노력을 기울이고 있다고 평가했다. 둘째, 학부모 그룹의 경우 전문 역량을 갖춘 담당 인력을 통한 서비스 지원과 실질적 도움, 서비스 접근성 향상이 가능해진 것으로 인식하였다. 셋째, 실무자 그룹의 경우 학교관리자, 담임교사까지도 컨트롤타워로서의 역할이 가능할 정도의 전문성, 대상 학생에 대한 보다 효율적인 서비스 지원 지속, 그리고 통합사례회의의 효과성을 인식하고 있는 것으로 나타났다. 이러한 분석 결과를 토대로 사업의 효과성 향상을 위한 정책적, 실천적 함의와 연구의 제한점 그리고 후속연구를 위한 제안사항들을 제시하였다.

영어초록

The purpose of this study is to investigate the effectiveness of the Education Welfare Priority Support Project for students, parents, and practitioners who are the parties to this project and to find out the program and operation plan of the Education Welfare Priority Support Project for the future.
For this purpose, this study examined the process and status of the Education Welfare Priority Support Project so far and measured the effect of this project through the qualitative research using the focus group interview (FGI) based on the former analysis results. The focus group interview (FGI) conducted the analysis of the effect using the qualitative analysis method based on the content of the response divided into three groups: student, parents and practitioner. The results of the effect analysis according to respondents are as follows.
First of all, in the case of a group of students, it showed that the effectiveness of the part of practical expertise has increased and the staff in charge has done many efforts so that the students can participate in programs for maximally complying with their needs. In addition, integrated intervention was carried out for continuous program management and personal and family problems, and they had a positive recognition of the effectiveness of the Education Welfare Priority Support ProjectSecondly, in the case of parents group, it showed a high satisfaction with service support through practitioners with expertise in charge and pleased with the fact that the target person who was in the service blind zone has also received substantial support. In addition, it verified that long-term support became possible and that service access such as providing various information was improved through cooperation with regional organizations,Thirdly, in the case of the practitioners group, it showed that school administrators and teachers also have sufficient expertise to be able to function as a control tower, and evaluated that they are striving to more efficient services for target students. In addition, it proved that they are making aggressive efforts to provide long-term services and solve the needs and problems of the target with recognizing the effectiveness of the integrated case meeting.
Based on these results, policy suggestions and implications for future research was discussed in conclusion.
