한국사 속에서 본 서울의 위상 (The status of Seoul Seen in the Korean History)

초록

천년 전에 건국하여 5백 년 가까이 백제의 도읍지가 되었던 한강유역 서울은 지정학적으로 중요시되었던 곳이다. 그리하여 이곳은 고대 이래 현대에 이르기까지 우리의 역사에서 대단히 중요시되어 왔다. 한강과 추가령 지구대라는 자연조건이 역사발전에 크게 작용했기 때문이다. 514km나 되는 한강은 강원도 지방의 북과 남에서 각각 발원하여 골짜기를 따라 길게 흐르는데 북한강은 강원도 동북부지방 및 동해안의 문화를 한반도 중부지방을 거쳐 서해안 쪽으로 운반하는 통로구실을 하였고, 남한강은 강 하류의 문화를 중부내륙으로 유통시키면서 이를 다시 소백산맥을 넘어 낙동강유역에 퍼지게 하는 역할을 하였다. 강의 상류에서 하류로, 또는 하류에서 상류로 인간들은 자연스럽게 이동함으로써 문물의 교류가 이루어지게 되는 것이다. 한편, 추가령 지구대는 함경도 원산 영흥만에서 시작하여 서울을 거쳐 서해안까지 弧를 그리면서 길게 뻗어있는 좁고 낮은 긴 골짜기를 말하는데, 이곳은 한반도 내륙의 중요한 교통로가 되어 인적. 물적 교류가 이루어졌다. 그러므로 서울지역은 예부터 남과 북, 동과 서가 소통하는 관문역할을 한곳이었다. 따라서 한강유역은 역사적으로 우리민족의 통일과 통합 그리고 번영을 뒷받침해준 민족의 젖줄 구실을 한 곳이었다.
수도는 국가의 상징이다. 런던, 파리, 로마 그리고 동경, 북경 등이 각기 그 나라의 얼굴이다. 그런데, 西安과 洛陽이 오늘의 수도 북경으로 연결되지 않았으며, 일본의 교도가 오늘의 도쿄로 계승되지 않았다. 그러나 서울은 고대로부터 오늘에 이르기까지 역사의 중심에 서있었고 민족사의 동력이 되고 국가의 심장부로서 수도의 지위를 계승하고 있다. 고려시기에도 서울은 중요시되어 남경을 설치하여 新宮을 창건하고 국왕의 巡駐地로 중요시 되었다. 조선시대의 한양은 6백년 간 수도기능을 행하면서 민족을 하나로 통합하고 민족의 문화도 통합. 발전시키는 중요기능을 행하였다. 그렇다면 역사 속에서 본 한양의 위상은 어떠한가. 첫째, 한양은 수도로서의 입지적 조건을 잘 갖추고 있어서 수도기능을 충분히 발휘하면서 오늘에 이르렀다. 조운이 잘 소통되어 전국으로부터 세곡운반이 용이하고 강과 산세는 수도 關防에 크게 유리할 뿐만 아니라, 한강유역의 기름진 평야는 농산물 증대를 가져왔다. 그리고 한양은 국토의 중앙에 위치하고 있어 교통이 편리하고 백성을 직접 통치하는데 강점을 지니고 있었다. 둘째, 한양은 정치적. 행정적 성격이 강한 도시였다. 세계사에서 정치적 요인이 크게 작용한 대표적인 도시는 러시아의 모스크바와 중국의 남경을 들 수 있다. 페텔스부르그가 수도였던 제정 러시아가 1917년 볼세비키 혁명 이후 모스크바로 천도하였고, 중국 역시 몽고족 왕조인 원나라를 멸망시키고 漢族 국가인 明을 건국하면서 수도를 남경으로 옮겨 민심수습과 새로운 정치 활로를 모색하였던 것이다. 한양 역시 일차적으로 정치 목적을 달성하려는 의도가 있었다. 셋째, 한양은 국민을 통합하는 기능을 잘 수행한 도시였다. 정치, 경제, 사회, 문화의 중심지로 활동한 이곳은 오랜 세월 속에서 왕조의 문화를 융합(melting)시켜 나갈 수 있었다. 방언, 풍습, 역사, 전통을 통합하고 융합하여 하나로 만들어 냄으로써 문화의 표준치를 창출해 낼 수 있었고 표준화, 표본화 과정이 이곳 한양에서 이루어졌던 것이다. 국민 통합기능 역시 이곳 한양을 중심으로 이루어졌다. 넷째, 한양은 전 국민을 직접 통치하는 행정 수도로 발전해 갔다. 통일신라에서는 5소경, 고려에서는 3경 제도를 마련하여 중앙정부를 도왔으나 한양은 조선의 단일 수도로서 백성을 직접 통치해 나갔던 것이다. 정치적 구심점은 한양에 있었고, 중앙집권적인 행정조직을 통하여 조선왕조는 전국을 일원화하여 갔다.

영어초록

When Baekje was founded two thousand years ago, Seoul which is located near Han River had been a capital city for five hundred years. Since then, Seoul has had its great importance in geopolitics of the Korean peninsula. From ancient times to a contemporary era, Seoul has had much importance because natural resources such as Han River and Choogaryung rift valleys helped its historical developments. Starting from the Northern and Southern parts of Gangwon-do province, Han River spans 514km to west through valleys. Bukhangang (Northern Han River) has been working as a conduit that transports the culture from Eastern and Northern Gangwon-do province and from the East Sea through the middle parts of Korean peninsula to the Western parts of Korea. Namhangang (Southern Han River) has been transporting the culture from the lower part of Han River throughout middle parts of Korea, and to Nakdong River area over the Sobaek Mountains. People move downstream from the upstream area and then upstream from the downstream area, causing exchanges of products and culture along with them. Meanwhile, Choogaryung rift valleys mean narrow and shallow valleys forming an arc starting from Yonghung Bay in Hamgyong-do province through Seoul to the Western coast area. These rift valleys served as important inland traffic routes, helping exchanges of people and materials. Therefore Seoul has been a gateway where North and South meet, and East and West gather. And Han River has been a historical lifeline supporting Korean people's unification, integration, and prosperity.
Capital city is a symbol of the nation. London, Paris, Rome, Tokyo and Beijing are each said to be their national facades. However Xian and Luoyang was not succeeded to contemporary Chinese capital Beijing, and Kyoto was not succeeded to contemporary Japanese capital Tokyo. But Seoul has been at the center of Korean history from ancient times, working as an engine of its people creating history as the capital city. The Goryeo Dynasty regarded Seoul as important as to put Namgyung (Southern Capital) there. It was King's Soonjooji where King stays overnight when he went out for patrolling around the country. During the Joseon Dynasty, Hanyang was a capital city for six hundred years. It served as an important pivot point that united Korean people and integrated its culture. Then what is the status of Hanyang in its history? First, Hanyang had good conditions for its location as a capital city. Marine transportation was good, resulting in easy carriages of tax crops from local regions to the capital. Also the river and mountainous topography helped its defense system, while fertile lands around rivers guaranteed abundant harvests of agricultural products. Since Hanyang was located at the center of the nation, transportation was good and had its advantages in governance. Second, Hanyang was a city with strong political and administrative traits. Cities such as Moscow of Russia and Nanjing of China are often referred to as capital cities that were chosen with vast political intentions. In the times of Czarist (Imperial) Russia, the capital city was St. Petersburg. But after the Bolshevik Revolution in 1917, Moscow was chosen as a new capital city. China also moved its capital city to Nanjing when Mongolian Won Dynasty was overthrown to Han Ming Dynasty. In both cases, the underlying political intentions were to settle the public sentiment and to seek political solutions for new nations. Hanyang, among other reasons, also was chosen for similar political intentions. Third, Hanyang was a city that had performed its function well in integrating Korean people. It had been a central location politically, economically, socially, and culturally that had melted cultures of dynasties. Regional dialects and customs, local histories and traditions had been fused into one hybrid that created cultural norms. Standardization and sampling procedures had been made in Hanyang. Fourth, Hanyang had developed into an administrative capital that directly rules all citizens. While unified Silla had 5-so-gyeong (small capitals) and Goryeo had 3-gyeong systems that helped central governments, Hanyang functioned as the only capital city that directly ruled all nation. As situating its political center in Hanyang, the Joseon Dynasty developed centralized administrative organizations, resulting in unification of the whole nation.
