개인주의, 공동체주의, 그리고 한국사회의 공공성 (The Publicness in Individualism, Communitarianism and Korean Society)

초록

이 글은 서구에서 발전된 공공성에 관한 이론들을 재검토하고 이를 다시 한국적 현실 속에서 해석해보려고 한다. 이론적 접근에서는 공공성에 관한 대표적 입장인 개인주의와 공동체주의에서 공공성을 어떻게 이해하는가를 검토하고 있다. 공공성의 주체, 절차, 내용에 있어 두 입장은 상당히 큰 차이를 보여주고 있는데, 이에 대한 검토를 통해 어떻게 서로 다른 공공성이 주장되는지를 확인하려고 한다. 더 나아가 이 글은 개인주의와 공동체주의의 대립을 넘어설 수 있는 실마리를 찾아보려 한다. 특히 공공성 형성의 절차를 중시하는 개인주의와 공공성의 내용을 중시하는 공동체주의가 공공성의 서로 다른 측면을 강조함에 따라 둘 사이의 분절이 나타나고 이는 개인과 공동체 모두에 위험을 초래할 수 있다. 공동체의 과잉발달이 개인의 실존적 위협을 초래할 수 있고, 개인의 대한 지나친 강조는 공동체의 와해를 가져올 수 있다. 이러한 이론적 논의에 입각하여 이 글은 공공성의 항상적 위기를 맡고 있는 한국사회에서 어떻게 특정한 사회적 조건이 개인과 공동체에 영향을 미치는지를 검토하면서 개인주의와 공동체주의가 결합될 수 있는 가능성과 필요성을 찾아보려한다. 이러한 사회적 조건으로서 특히 관심의 대상이 되는 것은 박정희 시대의 개발독재 체제의 구축과 최근 들어 나타난 신자유주의의 확산이다. 두 역사적 계기 속에서 한국사회의 공공성이 어떻게 영향 받았는지를 살펴봄으로써 공공성의 이론적 논의를사회적 조건 속에 위치시키는 이론의 맥락화(contextualization)를 시도하고 있다.

영어초록

This paper intends to reinterpret the theoretical controversy between individualism and communitarianism on the issue of publicness, and to understand the nature of Korean society from the perspective of this theoretical controversy. The two theoretical traditions reveal their different perceptions on the problems of who will be the subjects of the publicness, how the publicness is constructed and reconstructed through social activities, and what are the main features of publicness as it is represented in various social values. Based on this reexamination of theoretical confrontation, this paper tries to find a clue to overcome it by paying attention to the possibility of synthesizing divergent emphasis on the procedural legitimacy of the publicness by individualism and the substantive legitimacy by communitarianism.Hopefully, this synthesis will evince some ways to transcend both the existential crisis of an individual originating from the overdevelopment of the community and the danger of disintegration of the community into atomized individuals.
In applying these theoretical discussions to the contemporary situations of Korean society, this paper picks up two historical turning points that critically conditioned the emergence and transformation of the publicness in Korea: the establishment of the developmental dictatorship in the Park Chung-hee period and the introduction of neoliberalism after the economic crisis in the late 1990s. The economic development in the 1960s and 1970s sanctified the myth of material affluence as the public virtue in Korean society. The Korean people, however, paid an enormous cost under the dictatorial regime that did not provide any opportunity for political participation in the construction of the publicness. On the contrary, the introduction and prevalence of the market economy with the ascendance of neoliberalism after the late 1990s constitute another source of crisis in terms of the publicness. Now the Korean people were enforced to live under the precariousness of the market economy as their subsistence was not taken care of by any public entity, even the state. This experience of Korean society testifies how much the publicness is fragile and in constant crisis when the individual rights and the communitarian care, social values emphasized by individualism and communitarianism respectively, are not simultaneously satisfied.
