복제양 돌리가 탄생하였다는 사실이 세상에 알려진지 정확히 4년이 되는 2001년 2월, 캐나다의 종교단체 라엘리언 무브먼트의 지원을 받는 미국 클로네이드사가 뉴욕 해밀턴대 교수인 브리지트 부와셀리에가 이끄는 연구팀이 금년 말까지 복제인간을 만들 것이라고 발표했다. 그렇지만 미국의 국가생명윤리자문위원회(NBAC) 보고서는, 만일 돌리를 탄생시킨 기술, 이른바 '체세포 핵이식'(somatic cell nuclear transfer) 복제술을 포함하는 절차 - 6세의 암양 FD의 분화(differentiation)가 끝난 체세포 즉 유선세포를 채취하여 핵을 분리해 내고, 세포질을 제공하는 다른 암양의 난자에서 핵을 제거한 후, FD의 핵을 이 난자에 이식시켜서 얻은 결과물을 또 다른 암양의 자궁에 착상시켜 FD와 유전형질이 거의 동일한 암양을 생산하는 기술 -를 현시점에서 인간의 경우에 적용하여 복제인간 생산을 시도한다면, 그 행위가 도덕적으로 정당화될 수 없다고 주장했다. 이유는 현재 이 기술이 안고 있는 여러 과학적, 기술적 문제들 때문에 그 기술로 얻게 될 태아나 아기가 육체적 또는 심리적으로 큰 피해를 입을 가능성이 매우 높다는 것이다.
