친환경생산 농민의 사회적 특성과 유형에 관한 연구 (A study on the social characteristics and types of environment-friendly farmers)

초록

이 연구는 전국의 친환경생산 농민을 대상으로 이들의 사회적 특성을 분석하고, 여기서 발견된 경험적인 사실을 근거로 군집분석을 하여 생산자 유형을 찾아보고자 한 것이다. 분석 결과 기존의 논의들과는 달리 친환경 생산자는 관행농민에 비해 아주 젊거나 학력이 높지 않았으며, 대안적 관계형성이나 사회참여에도 뚜렷하게 비교될 정도로 적극적인 것은 아니었다. 대안농업과 관행농업의 뚜렷한 경계는 투입재나 생산과정 자체에서 나타나지 생산자들의 가치나 관계, 사회활동에서는 뚜렷하게 구분되지가 않았다. 이러한 사실은 유기농이 급속하게 확산되면서 대안과 관행이 교차하는 혼종적 공간(hybrid space)이 늘어나고 있다는 서구의 연구결과와 일치하는 부분이다. 따라서 향후 연구에서는 관행농가와 분명하게 구별되는 친환경생산 농민의 특성을 무리하게 찾기보다는 상황과 맥락에 따라 다양한 생산자 유형과 가치, 태도, 관계를 확인할 필요가 있었다. 향후 정부의 정책적 지원도 생산자 내부의 다양한 유형을 감안하여 이들 각각에게 적절한 지원방안을 찾아볼 필요가 있다. 이렇게 생산자 개개인에게 맞춤형으로 지원이 이루어진다면 친환경 정책의 대상효율성(target efficiency)이 지금보다는 훨씬 높아질 것이다.

영어초록

The goal of this study is to analyze the social characteristics of environment-friendly farmers of the country, and find out the typology of producers by cluster analysis based on the empirical facts. Unlike the results from the previous discussions, this study shows that, compared to the conventional farmers, the environment-friendly producers were neither too young nor highly educated, and neither comparably active on building up alternative relationships nor social participations. A clear distinct between the alternative agriculture and the conventional agriculture appeared in a production process itself, but it was not the case with the values, relationships and activities of producers. This fact is consistent with the findings of Western researches, which show that the increase in the hybrid space - the overlapping part of the alternative and the conventional - is directly proportional to the increase in organic. Therefore, for the future studies, it is necessary to identify the various types of producers, values, attitudes, and relationships instead of straining to find distinguished characteristics of the environment-friendly production farm from the conventional farm. Various types of internal producers are respectively to be considered in order to receive appropriate support measures from a government policy. As the supports are made individually according to their needs, the target efficiency of policy will increase much higher than it is now.
