친환경디자인 도입을 위한 제도화 연구 (A Study on Institutionalization for the Introduction of Eco-Friendly Design)

초록

(연구배경 및 목적) 2022년 EU는 환경성능을 입증할 때 오해의 소지가 있는 환경용어를 금지하겠다고 하였다. 친환경디자인은 에코디자인, 그린디자인, 리사이클링 디자인, 환경친화적 디자인, 지속가능 디자인 등의 유사개념으로 학계 및 산업계에서 각개의 방식으로 논의·실행되고 있다. 그래서 공통된 원칙과 기준, 프로세스 등 체계화에 어려움이 발생한다. 우리나라는 법적 정의에 기반한 녹색성장, 녹색건축, 녹색제품 등에 대해서 ‘녹색’이라는 용어로 친환경의 의미를 사용하고 있다. 이에 본 연구는 법령에서 정의하고 있는 ‘녹색’ 관련 주요 쟁점들을 검토하여 친환경의 개념 및 친환경디자인의 개념을 정립하고자 한다. 그런 다음 현행 법령과 연계한 친환경디자인의 제도화방안을 제안하고자 한다. (연구방법) 다수의 법령에서 정하고 있는 녹색의 개념정의 및 환경인증 등 환경정책의 범위 내에서 연구를 진행하였으며 방법은 다음과 같다. 첫째, 녹색관련 법령에서 녹색의 용례를 종합한 다음, 녹색의 지향점과 실천적 조건을 분석하여 친환경의 개념을 도출하였다. 둘째, 환경표지인증 및 녹색인증의 핵심내용을 살펴보았다. 셋째, 친환경 및 친환경디자인의 기준과 개념을 정의하고, 현행 환경인증제도와의 관계설정을 통한 친환경디자인의 제도화 방안을 제안하였다. (결과) 첫째, 친환경디자인 개념의 기준은 지속가능성, 환경기술적 속성, 그리고 다수분야의 다학제적 디자인프로세스이다. 둘째, 친환경디자인이란 친환경기술을 수반한 디자인이며, 환경 훼손을 줄이는 적정 환경성과 기술적 혁신성, 지속가능성을 지향하는 디자인이다. 셋째, 친환경디자인은 화학, 에너지 등 다수의 기술분야 및 상품판매와 관련한 마케팅 등이 필수적인 융복합분야이다. 넷째, 친환경디자인은 디자인의 전문지식과 마케팅, 그리고 환경기술을 포함하는 다양한 분야의 협업을 통해 현행 인증제도의 전과정과 연계하는 디자인프로세스 적용방식으로 접근하여야 한다. (결론) 친환경디자인의 제도화는 국가적 공신력으로 우월적 지위를 획득함과 동시에 법적용에 따른 디자인 분야의 체계정비가 기대된다. 친환경디자인이 KS 및 국제표준에 최적화된 체계를 정립할 수 있도록 환경인증과의 연계논의가 활발히 이루어지고, 지속가능성을 실현하는 데 유용한 도구로서 활용되기를 바란다.

영어초록

(Background and Purpose) In 2022, the EU decided to ban the use of misleading environmental terms when demonstrating the environmental performance of a product or service. In Korea, the term “green” implies eco-friendly and is used in the context of green growth, green buildings, and green products based on legal definitions. Eco-friendly design—a concept similar to eco-design, green design—re-cycling design, environmentally friendly design, sustainable design are being discussed in academia and are being applied across industries. However, the ambiguity in the definitions of these concepts presents considerable difficulties in systemization, including defining the common principles, standards, and processes for applying these concepts. Therefore, this study aims to establish the concept of going eco-friendly and eco-friendly designs by examining major issues related to the definition of “green” in South Korea’s laws. Then, it proposes a plan to institutionalize eco-friendly designs in connection with the current law. (Method) This study was conducted within the scope of environmental policies and considered the definition of green concepts and eco-labels as set in various laws. First, it synthesized the use of the word “green” through examples in green-related laws, and then derived the concept of going eco-friendly by analyzing the direction and practical conditions of going green. Second, it examined the key elements of green certification and Korea’s Eco-Label. Third, it defined the standards and concepts related to going eco-friendly and eco-friendly design and suggested a way to institutionalize eco-friendly design that is connected to the current eco-labelling and certification system. (Results) Our analysis revealed that in many fields, the criteria for the eco-friendly design concept are sustainability, environmental and technological attributes, and a multidisciplinary design process. Second, eco-friendly design is a design that involves the use of eco-friendly technology and contributes toward environmental improvement, , technological innovation, and sustainability while reducing environmental damage. Third, eco-friendly design represents a fusion and convergence of fields connected to business such as marketing and product sales and the fields of science and technology, such as chemistry and energy science. Fourth, eco-friendly design should be approached as a method of applying the design process the is linked to the current certification system through collaboration in various fields including design, marketing, and environmental technology. (Conclusions) The study’s results suggest that institutionalization of eco-friendly designs is expected to receive greater importance within the national certification system as it systemizes the design field as per the relevant legal provision. This study hopes to inspire further discussions regarding the eco-labelling certification to establish an eco-friendly design system that is optimized to achieve greater sustainability in the South Korean context while adhering to the international standards.
