초록

한반도 민족공동체 형성의 가능성 여부와 중국의 영향을 연구해보고자 했다.
남북한은 분단 60년을 맞이하여 통합이나 통일을 지향하는 ‘한반도 민족공동체’ 형성을 이루어야 할 시점에 와 있다고 본다. 일제하의 36년보다도 훨씬 더 긴 시간을 분단의 고통 속에 국력을 소모하여 왔는데 앞으로도 계속 그럴 수는 없는 일이며, 남북관계와 주변상황이 많은 굴곡 속에서나마 호전되어가고 있다고 판단되기 때문이다.
1972년 이래 남한은 주도적으로 북한과의 관계개선을 위해 노력한 결과 두 차례의 남북정상회담을 이루어냈고, 남북교류협력이 크게 활성화되었다. 또 북핵문제 해결을 위한 <6자회담>이 7차례나 개최되어 진척이 꽤 있었고, 이명박 정부의 <비핵·개방·3000 구상>을 비난한 북한도 변하고자 노력중이며, 미국도 북한에 대한 적대적인 태도를 버리고 평화적인 해결로 나왔다.
중국은 남북한 모두에게 우호적인 이웃 국가로 정치·경제를 포함해 각 분야에서 긴밀한 관계로 특히 남한과는 최상급인 <전략적인 협력 동반자관계>(戰略合作伙伴關係)로 발전했으며, <6자회담>에서 의장국 역할을 수행하면서 남북한의 화해와 교류·협력 및 한반도 비핵화와 평화적인 통일을 적극 지지해왔다. 또한 동북아의 평화와 안정도 바라고 있으며, 특히 곤경에 처한 북한의 후견인 역할을 톡톡히 해오고 있다.
따라서 남북한은 이런 기회를 적극 활용해서 상호비방을 중단하고 상호교류협력을 강화, 상생공영을 위한 한반도 민족공동체를 형성해야 할 것으로 본다. 이 길만이 남북한을 모두 살리는 길이라고 본다.
이런 맥락에서 볼 때, 중국은 미국의 접근을 막고 한반도에 대한 영향력 확대를 원하는 만큼 기본적으로 통일로 가는 과정이라 할 수 있는 한반도 민족공동체 형성에 긍정적인 영향을 미칠 것으로 전망된다.
하지만 또 한편 중국은 부상과 더불어 동북공정(東北工程) 등을 통해 패권주의적인 중화주의-문화민족주의를 드러내고 있는 만큼 우리는 이에 예의 주시하고 경계하면서 한반도 민족공동체를 중심으로 남북이 공동 연구하여 학술적인 면에서 이에 대응한다는 전략을 수립하고 추진해야 할 것이다.
나아가 과거 중국으로부터 멸시받았던 중국 내외의 소수민족(소위 ‘오랑캐’)과의 학술연대를 강화하여 그들의 옛 영광된 역사의식과 민족의식을 일깨워 민족부흥을 촉발시켜야 한다. 그리고 이를 기초로 한민족(韓民族)이 거주하고 주로 소수민족으로 구성된 한국-북한-만주-몽골-시베리아를 잇는 거대한 ‘역사·문화·경제공동체’ 벨트를 하루빨리 형성하여 한민족의 힘을 키우고 중국에 대응하는 발판으로 삼아야 할 것이다.

영어초록

I intend to study the possibility of Formation of the Korean Peninsular's national community and China's influence.
It has been 60 years since South and North Korea were divided into two and now is the time that we had to form the national community for consolidation or unification of the Korean Peninsula. Both South and North Korea have consumed national power for much longer years than the period of being governed by Japan for 36 years. But we can't keep on this painful conflict any longer because the relationship between South and North Korea as well as the surrounding circumstances are taking a favorable turn even in the ups and downs.
As a result that South Korea, playing the role of a leader, has tried to improve the relationship with North Korea since 1972, the twice summit talks have been accomplished and the exchange and cooperation between the two countries have greatly become active. The six-party talks to solve the nuclear problems of North Korea were held seven times and there was an advancement: North Korea, having condemned 'vision 3000, denuclearization and openness' of Lee Myung-bak's government, has been making an effort to change, and America took the peaceful negotiation instead of the hostile attitude.
China as a friendly neighboring country to both South and North Korea in each field including politics and economy has especially upgraded to 'the strategic cooperative partnership' with South Korea. Moreover she, performing the role of chairman in the six-party talks, has took up a positive attitude in holding South and North Korea's reconciliation & interchange-cooperation and the Korean Peninsula's denuclearization & peaceful unification, is expecting the peace and safety of the Northeast Asia and has also been playing the role of a good supporter especially for North Korea that is in difficult circumstances.
Accordingly, South and North Korea, taking positive advantage of this opportunity, have to strengthen mutual interchange and cooperation and form the national community of Korean Peninsula for co-existence and co-prosperity instead of slandering each other. This is a means to spare South and North Korea's life. China, as long as she wants to close American approach and increase her influence on Korea, is expected to play an affirmative influence in building up the national community of Korean Peninsula which is just the basic process to unification.
However, as China is, with her rising, exposing hegemonic Chinaism ― cultural nationalism through the Northeast construction process, we, observing and guarding against this, have to establish and propel the diplomatic strategy to confront Chinaism by co-studying academically centering on the national community of Korean Peninsula.
And by founding an academic joint with the minority races(so-called barbarian) that were despised by China in the past, we should waken their old honorable historical and national consciousness and stimulate their national reconstruction. Based on doing this, we have to form a great 'historical-cultural-economical community' belt which, composed of the minority races with whom Koreans live together, connects South and North Korea-Manchuria-Mongolia-Siberia, and have to confront China.
