환경규제가 한국 자동차 기업의 생산성에 미치는 영향 분석 (Analysis of The Impact of Environmental Regulations on Korean Automobile Firms’ Productivity)

초록

최근 기후변화의 영향으로 환경규제가 강화되고 있다. 이러한 상황에서 환경규제 주요 대상인 한국의 자동차 기업을 대상으로 국내외 환경규제가 기업의 생산성에 영향을 미칠 수 있다는 포터가설을 실증 분석하였다. 분석을 위해 2006년부터 2018년까지 한국 자동차산업의 기업별 패널 데이터를 이용하였으며, 고정효과모형을 적용하였다. 환경규제 강화의 대리변수로 OECD에서 개발한 환경정책 엄격성 지수를 사용하였다. 해외 환경규제 강화에 대한 대리변수는 한국 자동차의 주요 수출국인 미국의 환경정책 엄격성 지수를 사용하였다. 기업의 생산성으로는 기업별 총요소 생산성을 직접 추계하였다. 또한 기업을 대기업과 중소기업, 수출기업과 비수출기업으로 구분하여 기업 특성에 따른 환경규제 강화가 기업의 생산성에 미치는 효과를 분석하였다. 분석결과, 한국의 환경규제 강화는 한국 자동차 기업의 생산성 향상에 도움이 되지 않았다. 반면에 한국 자동차의 주요 수출국인 미국의 환경규제 강화는 한국 자동차 기업의 생산성 향상에 도움이 되는 것으로 나타났다. 이는 포터가설 검증에 자국의 환경규제 뿐 만 아니라 수출국의 환경규제도 중요함을 시사한다. 또한 한국 자동차 기업은 국내 환경규제 보다는 주요 수출국의 환경규제에 더 적극적으로 대응했을 가능성을 시사한다. 개별 기업의 특성은 환경규제 강화와 한국 자동차 기업 생산성 사이의 관계에 큰 영향을 주지 못하는 것으로 나타났다.

영어초록

Recently environmental regulations are being strengthened due to the effects of climate change. In this situation, this study empirically analyzed the Porter hypothesis that domestic and foreign environmental regulations can affect the productivity of companies targeting Korean automobile companies, which are major targets of environmental regulations. For the analysis, firm level panel data in the Korean automobile industry from 2006 to 2018 was used, and the fixed effects model was applied. The environmental policy stringency index developed by OECD was used as a proxy variable for strengthening environmental regulations. The environmental policy stringency index of the United States, a major export country for Korean automobiles, was used as a proxy variable for the strengthening of overseas environmental regulations. For firm level productivity, the total factor productivity of each firm was estimated. In addition, the automotive firms were divided into large and small businesses, exporters and non-exporters, and the effect of strengthening environmental regulations according to firm characteristics on firms’ productivity was analyzed. As a result, Korea's strengthening of environmental regulations did not help improve the productivity of Korean automobile firms. On the other hand, strengthening environmental regulations in the United States, a major export country for Korean automobiles, was found to help improve the productivity of Korean automobile firms. This suggests that not only the domestic environmental regulations but also the exporting country's environmental regulations are important in testing the Porter hypothesis. It also suggests that Korean automobile firms responded more actively to environmental regulations in major exporting countries, rather than to domestic environmental regulations. It was found that the characteristics of individual firms did not have a significant impact on the relationship between strengthening environmental regulations and Korean automobile firms’ productivity.
