4차 산업혁명 기술에 대한 영국의 대응 (How is the UK Responding to the Technologies of the Fourth Industrial Revolution?)

초록

본 논문에서는 현재 4차 산업혁명과 관련된 여러 기술에대해 영국 정부가 어떻게 대응하고 있는지를 고찰한다. 특히 본 논문은 자율주행차에 관한 영국의 대응, 인공지능(개인정보의 수집과 이용을 포함하여)⋅빅데이터⋅의료 분석에 대한 윤리적 거버넌스, 그리고 유전자 교정에서의 발전 및 그 함의에 대해 검토할 것이다. 이를 통해 본문에서는학자들과 정책 담당자들 양측이 와해성 기술 개발의 윤리적, 사회적 차원들에 관하여 표했던 우려 몇 가지를 제시한다(그러나 그 우려에 대한 해결을 담고 있지는 않다), 그에대해 영국의 정책 담당자가 이를 해결하기 위해 기울여 온다양한 노력에 관해 개관하고, 이와 같은 신흥기술을 관리하기 위해 효과적이고 합당한 규제 프레임워크를 개발할 필요성 중점적으로 살핀다. 영국 정부가 계속해서 과학과 기술을 영국의 산업전략의 중요한 요소로 다룬다는 점은 본연구에서 보건대 분명하다. 영국 정부는 경제성장을 촉진하고 국제투자를 유치하기 위해 첨단 과학연구 및 기술혁신을적극적으로 촉진해 왔다. 이는 장기간 지지해 온 가벼운 규제 접근법을 지속함에 따라 이루어졌으며, 이를 통해 영국정부는 그러한 기술이 가져올 사회적 효용에 기대를 걸고기술혁신을 불합리하게 지연시키지 않으면서 4차 산업혁명기술과 관련된 위험에 대한 대중의 불안감을 누그러뜨리는데 목표를 둔다. 다수의 위원회가 그간 시행한 질의와 검토에서 알 수 있듯이, 영국 정책결정자들은 이들 기술이 대중의 신뢰를 받을 수 있도록 합당하고 효과적인 거버넌스 메커니즘을 구축할 필요성을 인식하고 있음을 적극적으로알렸지만, 컴퓨터공학 및 생명과학의 데이터 주도 기술의규모와 정교함, 그 윤리적⋅사회적 함의가 갖는 복잡성과불확실성으로 인해 이를 다룰 구체적인 조치가 가까운 시일내에 마련되지는 않을 것이다. 영국이 인공지능 혁명을 효과적, 합법적으로 감독하는 데 성공할 것인지 여부는 아직알 수 없다. 인공지능의 글로벌한 적용 범위, 빠른 발전 속도, 인공지능의 개발과 응용을 선도하는 초국가적 기술기업의 강력한 힘과 막대한 부를 감안할 때 각국 정부들은 더욱폭넓은 지역적⋅국제적 규제협력 없이는 이 기술을 효과적으로 규제하기 위해 고전할 가능성이 높다.

영어초록

This paper examines the UK’s government’s on-going response to several technologies associated with the so-called Fourth Industrial Revolution. In particular, it briefly examines the UK government’s response to self-driving cars, the ethical governance of AI (including the collection and use of personal data), big data and healthcare analytics and advances in genome editing techniques and their implications. In so doing, the paper raises (but does not resolve) concerns that both scholars and policy-makers have expressed about some of the ethical and social dimensions of these so-called disruptive technological developments, outlining the various ways UK policy-makers have sought to address them, and highlighting concerns about the need to develop effective and legitimate regulatory frameworks to govern these emerging technologies.
It is clear from this survey that the UK government continues to regard science and technology as important elements of the UK’s industrial strategy. Accordingly, it has actively sought to foster cutting-edge scientific research and technological innovation in order to attract international investment and as a spur to economic growth. It has done this by continuing its long tradition in supporting a ‘light touch’ regulatory approach, through which it aims to assuage public anxieties about the risks associated with the technologies of the so-called 4th Industrial Revolution, without unduly impeding technological innovation in the hope that these technologies will deliver on their promised social benefits. But although British policy- makers have been keen to demonstrate their awareness of the need to establish legitimate and effective governance mechanisms to ensure that these technologies can command public trust, as illustrated by the many and varied committees of inquiry and reviews which have been undertaken, the scale and sophistication of these data-driven technologies in both the computational and life sci-ences and the complexity and uncertainty of their ethical and social implications has meant that concrete measures to address them have not yet been forthcoming. Whether or not UK will succeed in establishing effective and legitimate oversight of the so-called AI revolution remains an open question. Given the global reach and rapid pace of their development and the extraordinary power and wealth of transnational tech firms which have been at the forefront of their advancement and application, nation states are likely to struggle in seeking to regulate these technologies effectively without broader regional and/or international regulatory cooperation
