정신지체인 부모의 직업재활 인식 연구 (A Study on Vocational Rehabilitation Awareness of Parents of the Mentally Retarded)

초록

본 연구는 정신지체인 자녀를 둔 부모의 직업재활인식을 살펴봄으로써, 정신지체인 자녀의 사회적 역할을 강화하고 부모의 경제적 및 정서적 부담감을 경감시킬 수 있는 이용자 만족 중심의 직업재활기관의 서비스 이용에 있어서의 구체적이고 현실적인 문제점들에 대한 개선방안을 마련하는데 그 목적을 두고 있다.
내용을 토대로 분석한 결과를 통해 얻어진 결론은 다음과 같다.
첫째, 정신지체인 자녀를 둔 부모의 직업재활기관에 대한 인식 수준을 알아본 결과, 장애인복지관을 이용하고 있는 부모의 인식과 직업재활시설을 이용하고 있는 부모의 인식 모두 직원에 대한 인식 요인이 가장 게 나타났다. 그러나, 그 수준에서 두 집단 간에 매우 유의미한 차이를 보였으며, 이는 실제로 직업재활시설의 직원들이 가질 수 있는 경제적 및 물리적 제한점들로 인하여 장애인에 대한 권익 문제에 유용하게 개입하지 못하는 것이 원인이 됨을 알 수 있다.
둘째, 직업재활기관의 서비스 이용기간에 따른 결과를 살펴보면 서비스에 대한 인식에서 유의미한 차이가 있는 것으로 나타났으며, 장기간의 서비스 이용 시에는 직원에 대한 인식을 제외하고는 오히려 낮은 인식을 보이는 것으로 나타났다. 이러한 결과는 기관의 시설상태나 접근성의 문제, 서비스 내용의 질적인 면이 현 시점과 장애인 이용자를 중심으로 개선되어야 함을 제시하는 것이라 할 수 있다.

영어초록

This study aims to present customer satisfaction-centered alternatives to detailed and realistic problems in the use of vocational rehabilitation institutions in order to enhance social roles of the mental retarded and to relieve their parents' economic and emotional burdens. For this purpose, the differences of the parents' awareness are identified according to different facilities of rehabilitation centers and vocational rehabilitation institutions which conduct and use vocational rehabilitation service the most. And then, one-way analysis of variance is conducted to find out the differences in groups concerning the factors affecting the awareness. The conclusions drawn from the analyzed findings are as follows:
First, the result of examining the awareness levels in the parents of the mental retarded about vocational rehabilitation institutions shows that though both parents groups who are using rehabilitation centers and vocational rehabilitation institutions have a high level in the awareness of staff, there are very significant differences in the two groups in terms of the level. It can be presumed that economic and physical restrictions staff of rehabilitation facilities may have prevent them from actively engaging themselves in the issues of handicapped people's rights.
Second, the result from the period of using the facilities services shows a significant difference in the awareness of services. In case they use long-term services, the parents have low levels of awareness except the awareness level of staff. This result suggests that current conditions of facilities in institutions and quality aspects of service contents should be improved to reflect current trend and to be the disabled-centered. Further, it is also found that there are very significant differences in the awareness of institutions, of services and of the general situations according to the parents' educational levels, while there is more or less significant difference in the awareness of staff. In terms of the parents' overall awareness, the factor of service awareness is proved to be the variable that makes the most effect.
