초·중·고교 학교생활규정 비교 연구 (A Comparative Study on School Regulations among Elementary, Middle and High Schools)

초록

본 연구는 초·중·고교 학교규칙 중 학생 생활에 관한 사항들을 규정하고 있는 ‘학교생활규정’을 비교·분석하고 그 결과를 바탕으로 향후 초등학교 학교생활규정에 주는 시사점을 모색하였다. 이를 위해 D광역시 4곳의 지역교육청에 소속 되어 있는 초·중·고교 각각 9개씩 총 36개 학교의 학교생활규정을 연구 대상으로 삼아 분석하였다. 학교생활규정에 포함되어 있는 장과 절별로 영역을 구분하고 그 속에 포함된 세부 규정들을 항목으로 정하여 형식적 측면과 내용적 측면에서 비교하였다. 연구 결과 형식적 측면에서는 중학교 888개, 고등학교 726개, 초등학교 650개 순으로 규정을 포함하고 있었으며, 내용적 측면에서는 중학교와 고등학교는 구체성과 현실성이 강한 반면 초등학교는 상당수의 규정이 추상적이고 모호하여 상대적으로 구체성과 현실성이 낮았다. 앞으로 형식적 측면에서는 사회의 새로운 환경에 따른 다양한 분야의 규정을 새롭게 갖추어야 할 것이다. 내용적 측면에서는 학생·학부모·교사의 의견을 수렴하여 학교 구성원의 합의를 반영하여 학교생활규정을 제·개정해야 할 것 등을 제안하였다.

영어초록

Legislating laws on students in importance increases and some of the city and provincial human rights student recently became over confident. The purpose of this study is elementary, middle and high school life, new rules for the comparison and analysis of elementary school by school life search for and implications for setting the regulation. This research questions are as follows: First, what about the formal, the substance comparison of school regulations of elementary, middle and high school life? Second, middle and high school regulations what is this side of the implications for elementary school in school regulations? This study of four in Daegu in local education agencies to be affiliated with elementary and high to nine each for a total of 36 schools of research have become targets of the school regulations. School regulations that included in the chapters and jeolbyeol to distinction between specific regulations contained in the middle of it and choose items to be formal aspects and in terms of substance compared. The findings of this study can be summarized as follows: First, formal aspects to include the rules middle school about 888, high school about 726 and elementary school about 650 in orderly. Second, middle school and high school in terms of substance is strong and realistic, concrete and elementary school students and concrete reality was very low. Third, elementary school to suggestions the regulation is formal in terms of the item in the middle and high school level are replaced with a specific term and increasing the obscurity of expression and arbitrary judgment will be possible to abolish the provision.
