제2차 남북정상회담과 한반도 평화체제 (An Evaluation of the Second Inter-Korean Summit and the Prospect for the Peace Regime of the Korean Peninsular)

초록

본 연구는 2007년 10월 4일 발표된 제2차 남북정상회담의 공동성명을 평가하고 6자회담에서 북핵 폐기 이행단계에 따라 논의하기로 한 한반도 평화체제의 전망을 분석하려는 것이다. 10.4공동성명은 남북한의 교류협력을 촉진시키고 한반도 평화프로세스를 앞당기겠다는 희망적인 계획들을 담고 있으나 대한민국의 안보에 미칠 영향과 전략적 판단의 건전성 여부를 기준으로 평가할 때는 부정적인 측면이 적지 않다. 남북관계를 게임 이론적 관점에서 볼 때 경제 분야에서는 제로섬 게임에서 벗어나 공동의 이익을 볼 수도 있는 넌 제로섬 게임으로 전환되어 가고 있으나 안보분야에서는 상대방의 선의를 믿는 쪽이 엄청난 손실을 입거나 양측 모두가 원하지 않는 결과를 초래하는 죄수의 딜레마(prisoner's dilemma) 게임을 벗어나지 못하였다. 실제로 핵문제에 있어서 북한은 한국 및 국제사회와의 약속을 거듭 위반하여 결국 핵실험까지 하고 핵무기를 보유하는 수준에 이르렀다. 그럼에도 불구하고 10.4공동성명의 제3항에서 합의한 서해평화협력지대 설치는 핵개발로 신뢰가 깨어진 안보분야를 경제 분야의 협력과 혼동하고 있으며 NLL이라는 영해 경계선을 양보가능한 선으로 만들었다. 또한 북핵 폐기의 초기단계도 완성되지 않은 시점에서 “종전선언을 하는 문제를 추진하기 위해 협력해가기로”함으로써(제4항) 위협은 그대로 둔 채 종전이 선언될 수 있는 위험을 자초하였다. 북한이 핵 폐기의 대가로 주장해온 평화체재와 평화협정의 목적은 주한 미군의 철수와 한국 안보체제의 해체이다. 한반도에서 진정으로 평화체제가 구축되려면 북한이 보유하고 있는 핵무기를 비롯한 대량살상무기가 완전 폐기되는 등 군사적 신뢰가 구축되고 정전협정보다 더욱 완벽한 평화유지 레짐이 구축되어야 한다. 그러한 평화협정은 우리가 원하는 평화통일로 가는 전 단계가 될 수 있다. 그렇지 않은 상태에서 섣부른 종전선언이나 평화협정의 체결은 국가의 안전보장을 뒤흔들 위험성이 높다.

영어초록

This study is to evaluate the result of the Second Inter-Korean Summit and the prospect of Peace Regime of Korean Peninsular. Although the Joint Statement of the Summit contains some wishful plans for accelerating inter-Korean co-operations and peace process of Korean Peninsular, it has many defects in terms of national security interests of the Republic of Korea. If we analyze inter-Korean Relations from game theory's point of view, in economic field it has deviated from a zero-sum game and has got into a non zero-sum game in which the two players may got common profits in their games. In security field, however, two Koreas are still in a prisoner's dilemma game in which one gets fatal loss when he keeps the promise while the other betrays. In fact, North Korean abrogated the agreement between two Koreas on the denuclearization of the Korean Peninsula and actually came to posses several nuclear weapons. In this situation, President Roh agreed with the North Korean leader Kim Jong-Il to create a “special peace and cooperation zone in the West Sea”, thereby made concession to the North in the issue of Northen Limit line in the West Sea. Under the cloak of future economic co-operation he weakened present national security of the ROK. He also agreed with the North to work together to convene a meeting "to declare an end to the war" in the Korean Peninsular in spite of the fact that the North has not yet completely dismantled her nuclear weapons programs. In compensation of its nuclear program North Korea has urged to construct a peace regime in the Peninsular. Her real aim in her version of peace regime is to make an excuse to expel American troops stationed in the South and weakened the security system of the Republic of Korea. If we really want to build a permanent peace regime, we first confirm the complete removal of the weapons of mass destruction including nuclear weapons in the North, build a more concrete military confidence building and construct a more stable peace regime in the Korean Peninsular which leads to peaceful and democratic national unification. Without such preconditions, any hasty move to peace regime would jeopardize the national security of the Republic of Korea.
