한국의 전략정보생산체제 문제점과 개선 방향 고찰 (A Study on the Problems in Strategic Intelligence Production System in the Republic of Korea and Implications for Improvement)

초록

본 논문의 주된 연구방향은 미국과 영국 등 선진국의 전략정보 생산체제를 참고하여 한국의 전략정보생산의 문제점을 분석하고 효율성을 제고하기 위한 방향을 모색하는데 두고 있다. 전략정보의 개념과 전술정보와의 차이점, 전략정보의 기능에 대한 정보학자들의 이론적 시각들을 제시하고한국의 전략정보생산의 문제점에 관해 분석한다. 비교적 미국과 영국에서는 전략정보에 대한 개념이 정보학자들에 의해 다양하게 연구되어 왔다. 따라서 미국과 영국의 전략정보 생산체제를 기준으로 한국의 상황을 비교하면서 문제점과 개선방향을 연구하였다. 그 결과 한국의 전략정보 생산의문제점으로 전략정보 공동생산체제의 부재, 경보분석 능력 미흡, 현용정보 중심의 정보생산, 공개출처정보(OSINT)능력 미흡 등 다양한 요인들이 나타났다. 이러한 문제점을 개선하기 위해서는 한국의 다양한 정보기관간 전략정보 공동생산과 징후탐지 결과를 공유하고 전략적 차원의 경고분석을 공동으로 수행할 수 있는 정보공동체 협업체제를 구축하는 것이 바람직하다는 것을 제시하였다.
그리고 정책결정자와 정보생산자간의 소통채널을 제도화하고 전략정보에 대한 이해 증대, 전략적사고 트레이닝과 과학적 분석능력 향상 등 공개출처정보(OSINT)능력을 향상하는 것이 바람직하다는 것을 제시하였다. 한국의 경우 상기문제점들은 최고정책결정자이며 정보사용자인 대통령의 의지에 의해 개선될 수 있는 문제라고 본다.

영어초록

The aim of this study is analysing the problems within the Strategic Intelligence Production System in the Republic of Korea by comparing it with the Strategic Intelligence Production Systems in the United States and the United Kingdom and suggesting implications for the improvement of these problems. The research elaborates on the concept of strategic intelligence and its differences from the concept of tactical intelligence and also analyses the problems in Strategic Intelligence Production System in the Republic of Korea deriving from the theoretical visions of the intelligence scholars on the functions of strategic intelligence. Comparatively speaking, the concept of strategic intelligence has been broadly studied by intelligence scholars in United States and United Kingdom.
In this study the problems within the Strategic Intelligence Production System in Korea and implications for improvement were studied by comparing the situation in Korea with the Strategic Intelligence Production Systems in United States and United Kingdom. It was discovered that there are several factors affecting the Strategic Intelligence Production in Korea negatively; such as the absence of a co-production intelligence system, lack of ability in warning analysis. Current Intelligence oriented intelligence production, lack of Open Source Intelligence (OSINT) capability.
In order to improve those problems it is necessary to establish an intelligence community cooperation system which distributes strategic intelligence co-production and sign detection results between intelligence agencies and jointly fulfills alert analysis on the strategic level. In addition the research argues that it is necessary to institutionalize the communication networks between policy makers and intelligence producers and increasing the understanding of strategic intelligence. It is also desirable to improve the Open Source Intelligence (OSINT) skills such as strategic thinking and scientific analysis skills. In case of Korea the aforementioned problems could be improved through the efforts president who is the top policy maker and user of intelligence.
