초록

범죄피해자 통합지원의 필요성은 2004년 9월 ‘범죄피해자 보호·지원 강화를 위한 종합대책’ 수립 당시부터 2015년 ‘범죄피해자 보호·지원을 위한 연도별 시행’에 이르기까지 지속적으로 제기되어 온 피해자지원의 주요과제라 할 수 있다.
범죄피해자 통합지원시스템은 피해자의 다양한 욕구를 해결하여 피해회복을 촉진하고자 지역 내 서비스자원을 공동으로 개발하고 활용하는 것을 목적으로 한다. 그러나 현재 센터의 피해자지원시스템은 지역 내 사회서비스 자원과 연계협력에 관한 효율적 운영시스템이 없었다. 따라서 통합지원시스템의 성공적 구축과 효율적 운영을 위한 모델을 제시하고 현행 피해자지원의 여러 문제점에 대한 개선 방안을 제시하고자 하였다. 특히 본고에서 제시한 통합지원시스템 ‘온라인연계모델’과 ‘통합사례회의모델’은 피해자의 서비스 접근성을 확대하고, 다른 사회복지단체와 중복지원을 방지할 수 있으며, 지역 내 사회서비스 자원을 공유할 수 있어 자원과 인력과 예산이 부족한 현행 센터의 문제점을 어느 정도 개선할 수 있는 대안이 될 것으로 기대한다.

영어초록

Unexpectedly occurring body and life injuring crimes accompany not only physical and mental pains but also economic damages. Therefore all the systems and supports act for damage recovery should be also focused on the crime victims, however due to the lack of government budget, the shortage of the number of members, and the weakness of the system of the Center, the provider oriented service of only economic support has been done. But to facilitate the damage recovery of the crime victims who have the different individualized desire from that of end user of general social services, the support of integrated and comprehensive service was necessary. Integrated support victims through the Center for Crime Victims Support activities must be done. But government policy and systemic inefficiency, the imbalance in the budget, such as duplication of work was the problem. Additionally, many centers of manpower shortages and lack of an adequate system of business development, due to problems facing difficulties. Therefore, of individual improvement measures has put forward to these problems. In order to meet the need of crime victims, Integrated Crime Victims Support System is established for joint development and utilization of community social service resources, prevention of duplicate support, and end user oriented integrated service provide. Integrated Crime Victims Support System through the Center is theoretically based on the study of former social service integrated support transfer system. Since there has been no pre-study case of crime victims support service transfer system, we feel the need of the advices of the experts and the continous study in order to settle down the system stably, and expect our country’s crime victims support policies and service transfer system will be further enhanced than ever before by way of the work of present paper.
