국가정보 연구동향 비교와 시사점 연구 (A Study on the Comparison and Implications of National Intelligence Research Trends)

초록

본 연구는 미국·영국·이스라엘 국가들의 정보연구 동향과 방법론을 비교하고 시사점을 도출하는데 목적이 있다. 미국·영국·이스라엘 3개 국가의 연구동향을 선정한 이유는 이들 국가들이 모범적인 정보활동을 수행하고 있는 만큼 연구대상으로서 가치가 높고 활발한 정보연구로 인해 선행연구와 자료가 상대적으로 풍부하기 때문이다.
미국의 정보연구는 1940년대 냉전기에서부터 시작되었으며 대학교수와 변호사 등 민간인들의 참여가 정보연구 발전에 토대를 제공하였다. 그러나 체계적인 연구는 비밀 자료해제가 확대된 탈냉전 이후 본격화되었다. 미국의 정보연구는 국제정치학의 이론을 적용하여 정보활동을 적실성 있게 설명·예측할 수 있는 모형을 정립하는데 주력해왔다. 이와 함께 정보실패와 정보순환을 인과론적으로 설명할 수 있는 일반법칙을 수립하는데 연구도 병행하여 이루어져 왔다.
한편, 영국의 정보연구는 보안의식과 검열이 매우 엄격한 탓에 1980년도 중반에 이르러서야 시작되었다. 영국의 정보연구 경향은 경험적 사례연구나 사실을 인과론적으로 분석하는 역사적 접근이 주류를 이루어왔다. 마지막으로 이스라엘의 경우 영국의 영향으로 인해 역사적인 연구방법론이 주류를 이루고 있는 가운데 미국의 영향을 받아 사회과학적 접근도 일부 이루어지고 있다.
정보연구는 미국과 영국을 중심으로 진행되는 가운데 한국 등 여타 국가들은 대체로 이들 국가의 정보개념과 방법론, 자료 등을 모방하거나 수용하고 있어 정보연구 경향은 유사한 양상을 보이고 있다.
정보연구의 발전을 위한 시사점으로 주류 학문과 학제간 연구, 국가 차원의 연구지원 확대, 정보사례 비교연구, 정보연구의 토착화 등을 제시할 것이다.

영어초록

The purpose of this study is to compare intelligence research trends and methodologies of the United States, the United Kingdom, and Israeli countries and derive implications. The reason for selecting research trends in the three countries, the United States, the United Kingdom, and Israel, is that these countries are highly valuable as research subjects as they carry out exemplary intelligence activities and have relatively abundant prior research and data due to active intelligence research.
intelligence research in the United States began in the 1940s during the Cold War, and the participation of civilians, such as university professors and lawyers, provided the basis for the development of intelligence research. However, systematic research began in earnest after the post-Cold War, when the release of confidential data expanded. By applying the theory of international politics, intelligence research in the United States has focused on establishing a model that can adequately explain and predict intelligence activities. Along with this, research has been conducted in parallel to establish general laws that can causally explain intelligence failure and intelligence circulation.
Meanwhile, intelligence research in the UK began only in the mid-1980s due to very strict security awareness and censorship. The trend of intelligence research in the UK has been dominated by empirical case studies or historical approaches that causally analyze facts. Lastly, in the case of Israel, historical research methodologies are mainstream due to British influence, and some social science approaches are being made under the influence of the United States.
intelligence research is centered on the United States and the United Kingdom, and other countries, such as Korea, generally imitate or accept the intelligence concepts, methodologies, and data of these countries, showing similar trends in in intelligence research.
As implications for the development of intelligence research, mainstream and interdisciplinary research, expansion of research support at the national level, comparative research on intelligence cases, and indigenization of intelligence research will be presented.
