통일정책의 「기본 틀」을 바꾸자 (South Korea Should Change Its Unification Policy Paradigm)

초록

지난 반세기 동안 남북한간의 힘의 균형이 크게 바뀌었다. 2008년의 한국의 GDP는 약 1조 달러였으며 북한은 한국의 40분지 1 수준에 머물러 있었다. 국제정치 환경도 극적으로 바뀌었다. 미국 지배의 단극적 국제정치 구조는 미국, 중국, EU, 일본, 인도, 러시아 등이 이루는 새로운 형태의 세력균형체제로 바뀌었다. 새로운 국제 체제에서는 한국은 미국에 의존하던 안보체제를 탈피하여 관련되는 강대국 모두와 직접 협의해야 하게 되었다.
한국 국민의 통일문제 인식도 크게 달라졌다. 대부분의 한국 국민들은 자유민주주의체제를 손상시키는 통일을 원하지 않는다. 한국 국민들은 급격한 통일보다 남북한간의 평화공존 유지를 더 희망한다.
이렇게 정책 환경이 바뀌었으므로 한국의 대북정책의 기본 틀, 즉 패러다임도 바뀌어야 한다. 현재 상태를 존중하고 북한과의 평화공존체제의 제도화에 1차적 노력을 펴야 하며(2국 2체제), 그 뒤에 남북한의 2개 국가가 존재하는 가운데 교류 협력을 지속하여 사회 경제적 통합을 이루어가는 제2단계(2국 1체제)로 들어서야 한다. 실질적인 사회 경제통합이 이루어지게 되면 남북의 주민들의 선택에 의하여 국가를 하나로 만드는 정치통합이 이루어질 것이다(1국 1체제의 완성). 지금이 한국의 대북정책 기본 틀을 바뀌어야 할 때이다.

영어초록

Over the last 60 years, the South－North strategic balance has changed dramatically, including the economic realm. In 2008, South Korea’s GDP was over $1 trillion or more than forty times larger than that of North Korea’s. At the same time, the international system has also undergone profound transformations over the past six decades. For much of that time, the United States helped maintain global security based on its dominant position as the indispensable superpower. Nevertheless, in the early phases of the 21st century, this is no longer the case. The hub－and－spokes system where the United States played a central role is shifting to a balance of power system consisting of several contending powers such as China, the EU, Japan, India, and Russia along with the United States. Thus, while South Korea should continue to retain its critical alliance with the United States, it also stands to reason for Seoul to negotiate directly with all of the concerned powers to ensure its longer term strategic interests.
At the same time, popular sentiment towards unification has also shifted noticeably in South Korea. Today, many South Koreans believe that abrupt unification may adversely affect their liberal democratic political system as well as their economic well being. Thus, there’s a growing preference for peaceful coexistence with North Korea. In the wake of these and other environmental changes, South Korea should adopt a new paradigm for national unification. Specifically, South Korea should endeavor to transform the theocratic regime in North Korea into a more normal state. Or a government that genuinely cares about the security and welfare of its citizens rather than that of the ruling elite’s. Additionally, such a state should honor prevailing international norms, laws, and practices.
South Korea should then pursue a policy of peaceful coexistence with a normalized North Korea through a “two states, two systems” stage in inter－Korean relations and gradually move towards socio－economic integration or a “two states, one system” stage. Once the two Koreas are able to share a common socio－economic system through more systematic, integrative interactions, one could then move towards the final “one state, one system” stage or genuine reunification based on the common aspirations of the Korean people in the South and the North. Based on these developments, it is the right time to adopt a more assertive, pro－active, and forward－looking unification policy.
