독일의 수도역할에 대한 일고찰 (A Study on a Role of Capital in Germany)

초록

독일은 전통적으로 강력한 지방분권적인 정치구조로 국민국가의 형성과 정치적인 통합이 지연되었다. 이에 따라 수도의 발전과정도 다른 유럽 국가들과는 다른 특징을 보이고 있다. 독일의 경우, 다른 유럽 국가들과 비교했을 때 상당히 늦은 시기에 민족국가가 형성되었다. 그리고 통일 이후에도 과거의 영방국가들의 개별 특성이 유지되었다. 따라서 독일에서 중앙과 지방 개념이 형성되고 이 과정과 근대화 작업이 연계되는 양상은 다른 유럽 국가들과 다르게 나타났다고 볼 수 있다. 근대에 형성된 민족국가는 하나의 민족이 국가적인 경계를 이루며 정치적 주권을 갖는 것이라고 규정할 수 있다. 19세기 전반 낭만주의 성향과 민족주의가 등장하는 시기, 도시의 성장과 국가의 중앙집권화, 도시 문제 등에 대해 당대인들도 문제의식을 갖고 있었다. 전근대 시대에 권력분화와 지방분권화와 비교하여 근대 사회에 중앙 집중화와 중심부로서 수도의 위상은 중시되었고, 산업화에 따른 도시화 현상이 이와 발맞추어 강조되었다. 중앙집권화가 이루어지면서 근대적인 국가의 수도 위상은 강조되고 이것은 산업화와 맞물리면서 더 큰 파급효과를 가져왔다. 본 논문에서는 독일의 중앙과 수도 개념이 기타 유럽 국가들과 다른 양상으로 전개된 배경으로 독일어권인 신성로마제국의 역사와 독일 수도의 상관 관계를 살펴보았다. 그리고 독일에 근대화와 민족국가, 중앙집권이라는 이념 형성에 일정 부분 영향을 끼친 프랑스와의 관계를 프로이센의 성장과 수도 개념과 연관지어 규정하였다. 이러한 과정은 유럽의 중심부에 위치하면서 수도와 중앙 개념 형성이 뒤늦은 독특한 독일사의 한 단면을 살펴보는데 도움이 될 것이다. 또한 근대화 과정과 민족국가의 형성이라는 맥락에서 전체 독일사의 중요 부분을 고찰하는데 그 의미가 있다고 할 수 있다.

영어초록

As Germany traditionally has a powerful decentralized political structure, it was postponed the nation state formation and the political integration. According to this, the developmental process in the capital is also showing a different characteristic from other European countries. In case of Germany, the nation state was formed in the considerably late period compared to other European countries. And even following the unification, the individual characteristic in the commonwealth countries of the past was maintained. Hence, the formation in central and regional concepts and the aspect of being connected this process and the modernization work can be considered to have been shown differently in Germany from other European countries. The nation state, which was formed in modern times, can be prescribed as what one nation has the political sovereignty with forming the national boundary. In the first half of the 19th century, the contemporary people also had a critical mind for the propensity of romanticism, the time of being appeared nationalism, the growth in a city, and the centralization in a nation, and an urban issue. In comparison with the power differentiation and the decentralization in premodern times, the modern society was stressed the centralization and the capital stature as the central part. The phenomenon of urbanization according to industrialization was emphasized in line with this. According to the formation of centralization, the stature of capital in modern nation was stressed. This brought about the bigger ripple effect with being interlinked with industrialization. This study figured out correlation between the history of the Holy Roman Empire, which is the German-speaking world, and the capital of Germany, as the background that the central and capital concepts in Germany were developed into the aspect different from other European countries. And it defined the relationship with France, which had partial influence upon formation of the concepts called modernization, nation state, and centralized authoritarian rule in Germany, by being connected with the growth in Prussia and a concept of capital. This process will be conducive to examining one cross section of the unique German history that was delayed the formation of the capital and central concepts while being located in the central part of Europe. Also, it can be said to have its significance in considering important part of the whole German history in the context dubbed the process of modernization and the formation of nation state.
