지역축제의 산업화 경로 및 전략 (Industrialization Path and Strategies of Regional Festivals)

초록

본고는 지역축제의 산업화 경로 및 전략의 기본방향을 제공하는 것을 목적으로 한다. 경제적 가치 지향적인 현대적 지역축제들은 산업화를 통해 지역발전에 기여한다. 지역축제들은 일반적으로 초기산업화에서 단순산업화를 거쳐 복합산업화로 발전한다. 경우에 따라 산업화 과정에서 도약이 발생하기도 하고, 상위 산업화 단계는 연관산업의 산업화를 유발함으로써 산업화는 촉진된다. 축제소재의 지역 및 산업적 특성, 내용의 독창성과 전략에 따라 순환 및 누적적 인과관계가 산업화 단계 간 또는 산업화 단계와 연관산업 간에 작용하기 때문이다. 그런데 한국 지역축제의 대부분은 불완전 산업화 단계에 머물고 있다. 이러한 산업화의 현실은 기본적으로 지역축제들이 소재에서는 지역 및 산업적 특성을, 그리고 내용에서는 독창성을 결여한데다가 경제적 가치의 극대화를 위한 전략이 체계적으로 수립되지 못한 데서 기인한다. 따라서 지역축제의 산업화 전략은 새로운 소재의 개발과 특성화를 포함하는 축제소재 및 내용의 생산을 위한 하드웨어적 전략과 브랜드화와 경영체계화로 집약되는 상품가치의 극대화를 위한 소프트웨어적 전략으로 구분된다. 본 모형은 기초자치단체들이 다양한 지역축제의 산업화 전략 조합을 제공한다는 점에서 그 유용성이 크다. 우선, 기초자치단체들은 여건에 따라 최선 또는 차선의 산업화 전략을 구사할 수 있다. 소재의 특성, 내용의 독창성과 산업화의 목표에 따라 전략조합은 상이해짐은 물론, 동일한 전략이 핵심 또는 선택으로 사용될 수 있기 때문이다. 다음으로, 기초자치단체는 단기는 물론 중장기 산업화 계획을 수립할 수 있다. 네 전략들은 산업화의 목표에 따라 탄력적으로 조화시킬 수 있기 때문이다. 마지막으로, 기초자치단체들은 산업화의 경로를 전략적으로 선택할 수 있다. 경로는 기초자치단체들이 결정할 수 있는 소재의 지역 및 산업적 특성, 내용의 독창성과 전략에 의해 크게 좌우되기 때문이다.

영어초록

This paper is to propose a guideline for industrialization path and strategy of regional festivals. The economic value-oriented festivals contribute to regional development through industrialization. It is general that festivals evolve from early industrialization to simple one to complex one. Occasionally the take-off occurs in the industrialization process and high stage brings about the industrialization of related industry, which leads to deepening and widening the early industrialization of festival. Since the force of circular and cumulative causation operates diversely between industrialization stages or between industrialization stage and related industry, depending upon regional and industrial peculiarity of festival matter, creativity of contents and strategies employed. By the way, most of Korean festivals have played inefficient role for creating and realizing economic value, and a ineffective part for performing socio-cultural value. That's because they fundamentally lack regional and industrial peculiarity in festival matter, and creativity in contents. The absence of appropriate strategy taken by local authorities also has left festivals under-industrializing. So, industrialization strategy is categorized into hardware one for producing festival matter and contents, and software one for maximizing commodities. The former includes exploration of new matter and specialization, the latter comprises branding and management systematization. The model for industrialization path and strategy has a great usefulness in that it is able to give local authorities various strategy mix. First of all, local authorities can establish best or second-best strategy mix, taking into consideration given conditions. Since strategy mix makes a difference, based on the peculiarity of festival matter, creativity of contents and goal of industrialization, and one strategy could be taken as core one or optional one. Secondly, short or medium and long plan can be prepared, because strategies could be matched with goal of industrialization. Finally,it is possible for local authorities to choose strategically industrialization path, because path is determined by peculiarity of festival matter, creativity of contents and strategy they can decide.
