한국 사회에서 타자의 문제 : 정치적 연대를 위하여 (The problem of the Other in Korean society -Focused on Political solidarity-)

초록

본 연구의 목적은 한국 사회에서 발생하는 타자의 문제를 해결하기 위해서 타자 간의 정치적 연대를 형성하고 이를 뒷받침 하기 위한 정부 차원의 정책과 제도의 구축이 절실하다는 필요성에 의한 것이다. 대체로 타자는 지배 집단의 바깥에 있고 암묵적으로 지배 집단에 종속된 자를 포함하는 어휘라고 할 수 있으며, 보편적으로 타자의 문제는 수적 열세에 따른 사회적 불평등과 차별로 발생한다는 것으로 규정할 수 있다. 이에 따라 한국 사회의 타자 문제는 불평등과 차별에 관련한 제도적 장치나 법률로부터 그 현상을 인식할 수 있는 사회적 약자와 소수자로 정의 할 수 있을 것이다. 그렇다면 한국의 타자 문제는 어떻게 발생 되었는가? 오랜 기간 지속하였던 한국의 전통적인 정치문화로부터 기인한다고 볼 수 있다. 즉 집단주의, 권위주의, 격을 중시하는 위계질서, 상대주의･다원주의 가치관의 불용 등은 사회 내의 타자를 허용하지 않는 요소들이다. 더욱이 다문화 시대로 접어들면서 한국 사회는 문화적 다원주의, 인종적 차별금지, 정치적･사회적･경제적 불평등과 차별 철폐 등의 압력이 기존의 전통적인 정치문화의 풍토와 새롭게 갈등을 초래한다는 점에서 다양한 타자의 양산을 공고히 한다는 점이다. 예컨대, 이주노동자 및 국제결혼 등에 따른 외국인, 성적 소수자, 여성, 북한 이탈 주민, 비정규직 등이 한국 사회에서의 대표적 타자들이다. 본 연구에서 이러한 다양한 타자의 문제를 해결하기 위해서 타자 스스로 그 주체와 정체성을 정립할 수 있어야 하며, 이를 위해서는 타자 간의 정치적 연대를 형성하여 정치 세력화한다. 이를 토대로 공적 영역으로의 확대를 마련하여 지배 집단과 의 권력의 평등성을 확보할 수 있을 것이다. 나아가 대화와 소통의 영향력을 지닐 수 있는 정치적 연대로써 지배 집단과의 공감대가 형성될 수 있을 것이다. 비록 각기 다른 목적의 타자들은 홀로 그 영향력을 발휘하지 못하지만, 평등한 사회 건설과 차이의 인정을 요구하는 공동의 목표를 가진다는 점에서 다자간의 연대는 꼭 필요한 것이다. 그러므로 이를 뒷받침 하기 위해서 국가적 차원 타자의 권리 보장과 평등권을 주장할 수 있는 제도적 장치와 법률 제정 등을 마련하여 타자 문제로 발생하는 사회적 갈등과 분열을 극복하고 사회적 통합을 이루기 위한 해결 방안으로 타자의 정치적 연대를 구축하기 위함이다.

영어초록

The purpose of this study is to solve the problem of others in Korean society by the necessity of establishing political solidarity between others and establishing government-level policies and institutions to support them. In general, it can be said that the other is a vocabulary that includes those who are outside the ruling group and implicitly subordinate to the governing group, and that the problem of the other is universally defined as the inequality and discrimination of society due to the numerical inferiority. Accordingly, the problem of typing in Korean society can be defined as the socially weak and the minority who can recognize the phenomenon from institutional devices or laws related to inequality and discrimination. Then, how did the problem of typing in Korea arise? It can be said that it originated from the traditional political culture of Korea that lasted a long time. In other words, collectivism, authoritarianism, class-oriented hierarchical order, and the disuse of relativism and pluralism values are factors that do not allow others in society. Moreover, entering the multicultural era, Korean society solidifies the mass production of diverse hitters in that the pressure of cultural pluralism, racial discrimination, political, social, and economic inequality and the elimination of discrimination creates new conflicts with the traditional political culture. For example, migrant workers and foreigners due to international marriage, sexual minorities, women, North Korean defectors, irregular workers, etc. are representative hitters in Korean society. In this study, in order to solve these various problems of the other, the other must be able to establish its own subject and identity, and for this, it is necessary to form a political solidarity between the other and political power. Based on this, it will be possible to secure the equality of power with the ruling group by preparing the expansion to the public domain. Furthermore, a consensus with the ruling group can be formed through political solidarity that can have the influence of dialogue and communication. Although others with different purposes cannot exert their influence alone, multilateral solidarity is essential in that they have a common goal of equal social construction and recognition of differences. Therefore, in order to support this, the institutional device and legislation to guarantee the right to equality and the right to claim at the national level are prepared to overcome the social conflicts and divisions caused by other issues, and as a solution to achieve social integration for building political solidarity.
