한국 보험산업의 발전사적 고찰 (The Study on the Developmental History of Korea Insurance Industry)

초록

국내 보험산업의 도입기는 강화도조약(1876.2)부터 광복절(1945.8)까지로 국내 보험시장에는 서구 및 일본보험회사가 대리점 등의 형태로 진출하였으나 일본이 시장을 거의 독점하였고 보험산업의 실질적인 발전은 거의 없었다. 태동기는 5.16 군사정변(1961.5)까지로 민족자본으로 보험회사를 설립하는 등 보험산업을 육성하고자 많은 노력이 있었으나 광복에 따른 혼란, 6·25전쟁 및 열악한 국내경제 상황 등으로 인하여 보험산업의 발전은 느리게 진행되었다. 성장기는 미국의 보험시장개방요구(1983.11)까지로 정부는 1962년부터 시작된 경제개발 5개년 계획 추진에 필요한 내자자금을 조달하기 위하여 보험회사를 저축기관으로 활용함으로써 보험산업은 급격한 성장을 하였다. 성숙기는 미국의 보험시장개방요구 이후부터 현재까지로 미국, OECD 및 IMF 등의 요구로 국내 보험시장은 개방되었고 사전 준비가 부족했던 국내 보험시장은 개방 후유증으로 많은 회사가 구조조정을 당하는 시련을 겪었으나 지금은 많은 노력으로 선진국과 유사한 수준으로 성숙해졌다.
국내 보험회사는 지속적인 성장을 위하여 보험발전과정에서 얻은 교훈을 바탕으로 다음과 같은 성장방안을 추진하여야 한다. 첫째 국내외의 자본에게 국내 보험시장에서의 보험회사 설립을 추가적으로 확대하여 경쟁시장구조로 만들어 경쟁력을 키워야 하고, 둘째는 민영보험회사에 상품개발 및 요율 등 기술면에서 더 많은 자율성과 인텐시브를 주어 세계적 보험기술개발을 유도해야 한다. 셋째로 국내 보험회사는 새로운 성장 원동력을 확보하기 위하여 원보험 및 재보험의 해외보험시장을 개척해야 하고, 마지막으로 민영보험회사의 보험기술 및 경영기술을 사회보험분야에 이전하여 건전한 사회보험 발전에 기여해야 한다.

영어초록

This paper studies the developmental history of Korea Insurance from Gwangwha treaty agreement to present. The development of the insurance industry in Korea after the Gwangwha treaty agreement could be divided in four stages; introduction, infancy, growth and maturity stage.
The period between the Gwangwha agreement (1876.2) to Gwangbokjeol (1945.8) is the introductory stage in the Korean insurance market. During that time Japanese insurance companies monopolized the domestic insurance market by founding numerous Japanese agencies and other branches. Although some western companies also entered the market they did not substantively contribute to development of the Korean insurance market.
The infancy stage of the insurance market is between Gwangbokjeol (1945.8) to 5.16 Military coup d'état (1961.5) This period after independence and the regime under the U.S. military government was the period when there were many efforts to grow the domestic insurance industry by using domestic capital. However the disruption that people faced after independence, 6.25 war and the weak economy contributed to the industry's slow development.
The growth stage for the Korean insurance market is between 5.16 military coup d'etat(1961.5) to the demand by the U.S. for the opening of the Korean insurance market(1983.11). After the 5.16 military coup d'etat, the new government that was set up in 1962 built into the first ever 5-year economic development plan and used the insurance industry as a means to raise domestic capital by utilizing insurance companies. Hence insurance industry rapidly grew and successfully helped to raise funds necessary to grow the economy.
The maturity stage of the domestic insurance market is between the demand by the U.S. for the opening of the domestic insurance market(1983.11) to the present. Although the domestic market was not prepared for foreign market entrance, by the pressure by the U.S. for the opening of the insurance market, joining OECD and several requirement of market open from the IMF's relief loan, Korea insurance market have opened and many new players was established within short period. The aftermath was large scale restructuring of 25 companies. Nevertheless, due to joint efforts of government and players, the domestic insurance market has matured as much as any developed nation.
In order to continue the growth trend the Korean insurance market should open additionally to more domestic and international capital, and secondly should give more autonomy and intensives to private insurance companies for rate and product development etc.. And thirdly the domestic companies should go into world market. Fourthly domestic private insurers help the social insurance sector by supporting the industry technical knowledge and skill of commercial insurance market.
