우리나라 재난ㆍ안전관련 민간자격증의 실태 조사 (Investigation of Real Situations of DisasterㆍSafety-Related Private Certificate of Korea)

초록

본 연구는 현재 우리나라 민간정보 서비스에 등록된 재난ㆍ안전관련 민간자격증의 실태에 대해 조사하고, 민간자격으로 등록된 재난ㆍ안전관련 자격증의 문제점과 대안을 제시하였다. 먼저 2016년 11월 현재 우리나라 민간정보서비스에 등록된 재난ㆍ안전관련 민간자격증은 총 30개로 나타났다.
재난ㆍ안전관련 민간자격증과 관련된 문제점은 첫째, 재난ㆍ안전관련 민간자격 등록기관의 무분별한 난립과 둘째, 재난ㆍ안전관련 민간자격 등록은 늘고 있으나 국가공인 자격은 저조한 것으로 나타나 자격증 공신력에 문제가 있는 것으로 나타났다. 셋째, 실제 직업이나 현장으로의 연계성이 결여되어, 자격증 자체가 대학 진학과 취업을 위한 스팩쌓기로 활용되는 경향이 강한 것으로 나타났으며, 마지막으로 현재 교육을 실시하고 있는 대부분의 교육기관이 나름대로 평가기준을 갖추고 있으나 미국이나 일본과 비교하면 상당히 쉽게 취득 할 수 있는 구조로 이루어져 있었다.
대안으로는 첫째, 민간자격 등록시 기관이나 자격과정에 대한 체계적이고 엄격한 검정이 필요하다. 둘째, 민간자격 등록기관에서는 해당 자격증에 대한 책임의식을 갖고 해당 자격증을 전문화 할 수 있는 노력이 필요하다. 이를 위해서는 재난ㆍ안전분야 주무부처인 국민안전처에서 지속적인 교육을 통해 기관에서 국가공인민간자격에 관심을 가질 수 있도록 할 필요가 있다. 셋째, 정부가 재난ㆍ안전 관련 민간자격의 전문성을 인정할 수 있는 제도를 마련할 필요가 있으며, 운영기관에서도 제도에 맞게 운영할 수 있는 노력이 필요하다. 마지막으로 민간자격 등록기관과 자격검정 기관의 분리를 통해, 민간자격 등록기관은 교육만 실시하고 자격검정은 별도의 자격검정기관에 맡기도록 해 민간자격의 질을 일정부분 높일 수 있도록 해야 한다.

영어초록

This study investigated the real situations of disaster-related private certificate of Korea registered with Korean Private Information Service and proposed the problem of and alternative to disasterㆍsafety-related private certificates registered as private qualification. First of all, it turned out that the number of private certificates related to disasterㆍsafety that were registered with Korean Private Information Service was a total of 30 as of Nov. 2016.
As to the problem related to disasterㆍsafety-related private certificates, it was found that the first problem was unreasonable establishment of agencies for disasterㆍsafety-related private certificates registration; the second problem was that, though the registration of disasterㆍsafety-related private certificates increases, the number of state-authorized certificates was low, so that there are some problems in public confidence of certificates; the third problem was that linkage of certificates to actual work or sites is insufficient and the certificate itself tends to be utilized for only entering a university or getting a job; and the last problem was that most of educational institutions which give education apply their evaluation criteria but, compared with the US or Japan, it was structurally very easy to obtain certificates in Korea.
Following alternatives to such problems may be proposed. First, it is necessary to take strict and systematic examination of a relevant agency or courses of qualification when a private certificate is registered. Second, an agency for private certificates registration is required to have a sense of responsibility for relevant certificates and to try to ensure that relevant certificates may be specialized. For that, The Ministry of Public Safety and Security, the concerned authorities for disaster and safety field, must give consistently an education so that relevant agencies may have interest in the state-authorized private certificates. Third, it is desirable to carry out a system which allows approval of expertise of disasterㆍsafety-related private qualification, and operational agencies are also required to comply with existing systems. Lastly, in order to increase the quality of private qualification, an agency for private certificates registration and an agency for taking qualification examination shall be separated so that an agency for private certificates registration can only give education and a separate agency for taking qualification examination may be responsible for qualification examination.
