공기업의 사회적 책임이 경영성과에 미치는 영향 (The Impact of Social Responsibility of Public Enterprises on Management Performance)

초록

공기업은 기업성과 공공성에 대한 가치를 동시에 추구하고 있기에 공기업의 사회적 책임 활동은 민간기업에 비해 상대적으로 더욱 중요하게 여겨진다. 또한 공기업은 사회적 요구에 따라 사회적 책임 활동을 활발히 수행하고 있는 만큼, 공기업의 사회적 책임 활동의 영향을 체계적으로 분석할 필요가 있다. 이에 본 연구는 공기업의 사회적 책임 활동 결과가 경영성과에 미치는 영향을 분석한다. 본 연구에서는 공기업의 사회적 책임에 대한 대용치(proxy)로 고객만족도 조사 결과를 사용하였으며, 경영성과의 대용치로 효율성과 수익성을 활용하여 공기업의 사회적 책임과 경영성과 간의 관련성을 분석하였다. 분석결과 공기업의 사회적 책임 활동은 경영성과 제고에 긍정적인 영향을 미치는 것으로 나타났다. 하지만 공기업의 사회적 책임 활동 증가는 효율성 제고에 직접적으로 영향을 미치고 있는 반면, 수익성 제고에 미치는 영향에는 다소 시차가 발생하고 있는 것으로 나타났다. 이는 공기업의 사회적 책임 활동 증가로 인한 당기의 효율성 증가가 차기의 수익성으로 이어지기 때문으로 판단된다. 따라서 정책당국은 공기업이 사회적 책임 활동을 수행하도록 장려하는 정책을 마련할 필요가 있으며, 경영실적평가 상 고객만족도 조사 결과를 사회적 가치 항목으로 옮기고 배점을 상향할 필요가 있는 것으로 판단된다.

영어초록

Public enterprises are pursuing corporate performance and publicness at the same time. Therefore, the social responsibility activities of public enterprises are considered to be more important than those of private corporations. Also, as public enterprises actively carry out social responsibility activities according to social demands, it is necessary to systematically analyze the impact of social responsibility of public enterprises. The purpose of this study is to analyze the effect of social responsibility activities of public enterprises on business performance. In this study, customer satisfaction survey results are used as a proxy for social responsibility and utilize efficiency and profitability as a substitute for management performance. The relationship between social responsibility and business performance of public corporations is analyzed through these variables. As a result of the analysis, it was found that social responsibility activities positively affect the performance of public enterprises. However, the increase in social responsibility activities of public enterprises directly affects the efficiency improvement, but it shows that the effect on the profitability enhancement is somewhat time lag. This result is attributable to the increase in efficiency of the company due to the increase in social responsibility activities of public corporations leading to profitability in the following period. Therefore, policy authorities need to establish policies that encourage public corporations to carry out social responsibility activities. In addition, it is necessary to shift the results of the customer satisfaction survey of the management performance evaluation to social value items and raise the score.
