대외적으로는 고립무원의 상태, 정치적으로는 50년을 통치해 온 지도자의 죽음, 멈춰선 공장과 수십만의 아사자를 낸 경제적 대재앙의 현장이1990년대 북한이었다. 쇠퇴하는 조직에서 인민이 선택할 수 있는 것은이탈하거나 항의하는 것이었다. 인민의 다수는 시장에서 상업 활동에 나서거나 비합법적 방법으로 생존을 모색하는 등 공식경제로부터 이탈했다. 조직적, 정치적 성격은 아니었으나 개별적이고 일상적인 항의가 표출되었다. 당과 국가는 이탈과 항의를 적절한 선에서 관리하고 억제해야했다. 그것이 충성심의 역할이었다. 강제와 동의는 동전의 양면이 되어충성심을 만든다. 인민들의 공식경제로부터의 이탈, 시장으로의 진출에대한 국가의 반응은 묵인과 수용이었다. 체제유지의 기본양식인 ‘생존과충성의 교환방식’이 바뀌었다. 생존을 ‘책임’지는 것에서 생존을 위한 인민들의 이탈을 ‘방임’하는 것으로 바뀌었다. 즉, ‘이탈의 수용과 충성의유지’라는 협상이 이뤄졌다. 충성심은 이탈과 항의를 억제하고 협상을 활성화시켰다. 이 협상의 성공이야말로 1990년대 북한체제가 총체적 위기상황에서 체제 붕괴를 회피하게 된 핵심 동력이다.

영어초록

The diplomatic isolation, the political crisis due to the sudden death of the 50-year-long ruler, the economic catastrophe with the shutdowns of numerous factories and hundreds of thousands of people who starved to death were the reality of North Korea in the early 1990s. In the deteriorating regime, the only choices for the people in North Korea were ‘exit’ from the existing economic regime or ‘voice’ against the system. Deviating people engaged in commercial activities in markets and sought their survival unlawfully. Individual and daily ‘voice’ were present although they were not well organized. In the face of these threats to the existing system, the ruling party and the state needed to suppress and control the ‘exit’ and ‘voice’ appropriately. ‘loyalty’, created and reenforced through force and consent, played a crucial role.
The response of the state to the prevalent ‘exit’ from the existing norms and people’s participation in the market-oriented economy was acquiescence and acceptance of the people’s ‘exit’. The fundamental principle on which the regime of North Korea had based was replaced by a new principle. Before, the existing principle was the “exchange of the state’s responsibility of keeping people’s survival for ‘loyalty’ for the state.” The new order was based on the agreed-on new principle: the “exchange of acceptance of ‘exit’ for ‘loyalty’.” The success of the ‘negotiations’ and consensus was possible through the successful maintenance of ‘loyalty’, which, in turn, contributed to the overcome of the crisis in the 1990s. In fact, many factors were instrumental in bringing about the avoidance of the collapse of the system. To sum up, it was the success in these ‘negotiations’ that was vital impetus for the state to avoid the collapse of the political regime in the face of the total crisis in North Korea in the 1990s.
