경기도교육청「돌아오는 농촌학교 육성」사업 평가를 위한 BSC 모형 개발 및 적용 (A Study on the Performance Evaluation of The Rural School Promotion Plan by BSC Model)

초록

본 연구는 경기도교육청 「돌아오는 농촌학교 육성」 사업의 운영 실태와 현황을 분석하며, 사업의 성과를 평가할 수 있는 BSC 모형 개발하여 사업의 발전 가능성과 향후 방향을 제시하고 농촌학교를 활성화할 수 있는 지원방안 및 정책 결정을 위한 제언을 하고자 하였다. 그동안 교육정책 부분의 평가는 대부분 재무적 측정지표만을 중심으로 단기적인 성과를 알아보는 방법이 주를 이루었다. 이러한 방법은 장기적인 전략과 계획수립의 문제점을 내포하고 있어 이를 극복하고자 재무 측정지표에 3가지 관점의 비재무적 측정지표를 균형 있게 포함시킨 BSC 성과평가 방법을 도입하게 되었다. BSC는 재무성과지표와 이를 보완하면서 미래의 재무성과에 영향을 주고 자원과 역량을 적절히 배분하여 사업을 운영할 수 있는 의사결정과 지침을 제공하는 측정방법이라고 할수 있다.
BSC 모형 개발의 핵심은 관점 설정과 관점별 성과지표로 본 연구에서는 공공기관의 특수성과 전문성을 살려 정부부처, 교육인적자원부, 경기도교육청의 BSC 관점을 분석하였다. 이러한 분석을 토대로 BSC 모형의 관점과 관점별 성과지표를 개발하였다. 5개 관점은 고객·이해관계, 교수-학습지원, 내부프로세스, 학습과 성장 및 자원으로 설정하였으며, 각 관점별로 11개의 성과목표와 22개의 성과지표를 개발하였다. 개발된 BSC 모형을 활용하여 「돌아오는 농촌학교 육성」 사업의 성과를 관점별로 분석하여 성공적으로 정착하고 향후 「돌아오는 농촌학교 육성」 사업의 성과평가에 시사점을 주고자 한다.

영어초록

The purpose of this study was to examine the state of the rural school promotion plan run by the Gyeonggi Office of Education, to develop a BSC model for the evaluation of the plan, and ultimately to give some suggestions on the future prospect and some of the right directions for the plan and policy setting geared toward vitalizing rural schools. Meanwhile, evaluation of educational policies have just centered around financial indicators and short-term outcome in most cases, and such an approach makes it difficult to formulate successful long-term strategies. To remedy the situation, BSC was introduced in this study, which is a performance evaluation method that adds nonfinancial indicators of three different perspectives to financial yardsticks in a balanced manner. This is a way to provide information on financial performance indicators and decision-making guidelines to help decision makers to run their business successfully by making a proper use of resources and core capabilities in a manner to affect future financial performance favorably.
The core of the development of a BSC model is perspectives taking and selecting different performance indicators appropriate for each perspective. In this study, the perspectives of the BSC models used by government agencies, the Ministry of Education and Human Resources Development and the Gyeonggido Office of Education were analyzed to develop the perspectives of a BSC model and performance indicators for each perspective. Five perspectives were selected: customer/interests, teaching-learning support, internal process, learning/growth and resources. And 11 objectives of performance and 22 performance indicators were selected for each of the perspectives. This study attempted to analyze the performance of the rural school promotion plan by utilizing the BSC model in consideration of each perspective to give some suggestions on the successful settlement and performance evaluation of the rural school promotion plan.
