초록

본 논문은 북한의 핵문제 해결을 위한 동북아시아 국가 간 협력에 관한 것이다. 북핵문제는 고농축우라늄 핵개발 의혹, 9·19 공동성명, 북한의 위조달러 문제와 돈세탁, 미국의 금융제재, 북한의 미사일 시험발사와 핵실험, 2·13 합의, 핵불능화 작업, 핵신고 지연과 늦은 핵신고 등으로 난관과 진전을 거듭해 왔다. 지금은 핵신고서를 검토·분석하고 있으며, 이를 받아들일 시, 비핵화 3단계인 검증과 핵폐기 작업에 돌입할 것이다. 북한의 비핵화 과정에 따라 북한을 제외한 6자회담 5개국은 합의에 따라 에너지 지원에 나서고 있으며, 북한이 합의를 지켜가는 한 행동과 행동의 원칙에 따라 약속된 모든 보상이 제공될 것이다. 이 모든 과정이 순조롭게 전개되어 온 것은 아니지만 6자회담 참여국의 노력과 협력에 의해 비핵화와 보상이 진행되어 왔다.
현재 북핵문제는 진전을 보이고 있지만 향후 과정을 낙관하기는 어렵다. 그리고 북·미 두 나라가 일방적으로 해결할 수 있는 문제도 아니다. 검증과 보상은 6자회담 참여국 모두가 관련되어 있다. 따라서 6자회담 참여국이자 동시에 동북아시아 주요 국가인 미국, 일본, 중국, 러시아, 남북한 모든 국가의 참여와 노력·협력이 있어야 한다. 이러한 기대와 함께 본 논문은 북한의 핵억제력 보유 의욕과 핵개발 현황, 북핵문제에 대한 동북아시아 국가들의 우려를 파악한 뒤, 북핵문제 해결을 위한 동북아시아 국가 간의 협력을 6자회담을 통해 살펴보고 있다.

영어초록

This paper attempts to study cooperation among Northeast Asian countries for solving North Korean nuclear problem. North Korean nuclear matter has repeated difficult situation and progress by means of doubt of highly enriched uranium nuclear development, the Joint Statement, North Korean counterfeiting and illegal money laundering activities, US' financial sanction against North Korea, North Korea's missile and nuclear bomb test, February 13 agreement, works for nuclear disablement, delay and late submission of North Korea's declaration of its nuclear activities, and others. The declaration is under investigation and analysis at the present time. If it be allowed, verification and disarmament as the third step of denuclearization will be rushed in. Five nations of the six-party talks have pushed forward energy aid according to North Korea's denuclearization process, and all compensation promised will be provided following the action for action principle so long as North Korea keeps an agreement. Even though all processes have not been progressed favorably, denuclearization and compensation would have been stepped up in terms of endeavor and cooperation of the six-party nations.
Although North Korean nuclear matter goes on smoothly at the present time, it is difficult to be optimistic about heading toward denuclearization. It is not a matter that the US and DPRK can not solve unilaterally, and all nations in the six-party talks are connected with verification and disarmament. Therefore, endeavor and cooperation of core countries in Northeast Asia which involved in the six-party talks on North Korea's nuclear program - North and South Korea, the United States, China, Japan, and Russia - are necessary. With this expectation, this paper is to study and analyze North Korea's will for holding nuclear deterrence and the present state of its nuclear development, Northeast Asian countries' worry and cooperation through the six-party talks for solving the nuclear problem.
