초록

독도연구기관의 현황과 과제란 주제에서 정부출연기관, 대학연구소 및 학술단체로 나누어 살펴보면서 바람직한 독도연구활동을 하기 위해서 다음과 같은 제안을 하였다. 첫째, 정부출연기관인 동북아역사재단의 독도연구소는 독도 연구에 있어서 많은 예산을 확보하고 통섭적 연구를 할 수 있는 여건을 마련하고 있다. 그런 점에서 대학연구소와 학술단체를 견인할 수 있는 사명감을 가져야 한다. 독도연구기관 협 의회와 콜로키움을 통해 연구기관과 연구자, 그리고 일선 교육현장 종사자들의 인적 네트워크를 구축하여 연구의 중복 방지와 통섭적 연구의 방안을 마련하고, 연구와 교육의 상호 소통 등을 모색하는 중심적 역할을 자임하기를 기대한다. 그러기 위해서는 독도연구소의 수장이 설립 이후 수습, 겸임, 직무대리로 있는 체제로 유지되는 체제를 바꾸어야만 한다. 셋째, 독도 영유권을 공고화하기 위해서 대외홍보와 교육활동도 중요하지만 그에 선행하여야 할 것이 독도연구의 인적 자원 확충과 네트워크 구축이다. 독도연구기관이 대학연구소와 학술단체의 경우 독도연구와 학문후속세대의 양성을 최우선적으로 도모하여야만 한다. 연구과제의 공모와 선정에 학문후속세대에게 일정 비율의 연구비를 지급하여 공개 발표회와 토론을 통해 하나의 학자로 성장할 수 있도록 제도적 보완이 필요하다. 그 역할을 할 수 있는 게 정부출연기관과 대학연구소이다. 넷째, 독도연구의 공모과제의 경우 대개 1년 단위의 과제이다. 연구자 개인이나 혹은 독도연구기관에 최소 2, 3년 단위의 과제를 늘릴 필요가 있다. 다섯째, 동북아역사재단 독도연구소 등의 정부출연기관이 대학 연구소와 학술단 체와의 인적 네트워크를 구축하여 매년 독도영유권 공고화에 기여하는 논문과 책을 선정하여 그 연구성과를 일어, 영어 등 외국어 번역을 해야만 한다. 일어판의 필요성은 향후 일본의 강화되는 독도 교육으로 인해 잘못된 독도 인식을 하는 일본인에게 독도가 한국의 영토임을 알릴 수 있는 논문과 책을 일어판으로 보급하여야만 한다. 또 올바르고 정확한 영어판이 나온다면 그것을 다른 언어로 번역하 는 것은 쉽게 이루어질 수 있다. 그런 점에서 정부출연기관의 최우선 사업으로 고려하여야 하는 것은 우수한 독도 연구성과를 일어, 영어로 번역하는 것이다. 여섯째, 현재 독도 관련 연구의 경우 각 기관과 개별 연구자들의 연구성과를 수합하고, 그 평가를 하는 작업이 전혀 되어 있지 않다. 그 때문에 중복 연구와 하나의 논문 주제를 할 것을 분절하여 발표하는 경우도 있다. 매년 그에 대한 옥석을 가리기 위해 역사, 국제법, 지리학, 자연과학 등의 각 분야별 연구자를 선정하여 각 논문과 책에 대한 평을 하여『영토해양연구』등에 게재한다면 중복 연구를 방지하고, 연구의 질적 향상을 도모할 수 있을 것이다.

영어초록

In the topic of “The Current Status & Tasks of Dokdo Research Institutions”, the followings have been suggested after the review of government-subsidized institutions, college institutes and academic societies. First, Dokdo Research Institute of Northeast Asian History Foundation subsidized by the government has secured a significant amount of budget and conditions for conducting comparative researches on Dokdo. In that sense, it should have an obligation to lead other college research institutes and academic societies. It is expected that through colloquiums with Dokdo research institute association, the human network isbuilt with the research institutes, researchers and the educators in the field to prevent the overlapped researches and prepare solutions for the research and Dokdo Research instituteexercises the central role in seeking for the communication between researches and education. In so doing, the system of intern, adjunct, &interimposition for the head of Dokdo Research Institute since its establishment has to be changed. Third, in order to solidify the sovereignty over Dokdo, conducting public relations externally and providing educational activities are important. However, more importantly, securing human resources for the Dokdo research and building the network shouldprecede them. As for college research institutes and academic societies for Dokdo research, conducting Dokdo researches&raisingthe succeeding generation for the researches should be their priorities. The systematic improvement is required to provide some percentage of research fundsto the selected succeeding generation through the contest of research topics and raise them as scholars through open presentations and discussions. The government-subsidized institute and college research institutes should play that role. Fourth, as for the contest topic for Dokdo research, it is usually a year-long topic. This should be extended at least to a 2 to 3-year-long research topic for an individual researcher or a Dokdo research institute. Fifth, the government-subsidized institutions such as Dokdo Research Institute of Northeast Asian History Foundation should build a human network with college research institutes and academic societies, select theses and books every year contributing to the solidification ofthe sovereignty over Dokdo and translate the research results in foreign languages such as Japanese, English, etc. The Japanese translation is necessary to educate the Japanese who have the incorrect idea about Dokdo due to theirreinforced education on Dokdo. With the theses and books translated in Japanese, we can educate the Japanese that Dokdo is a Korean territory. In addition, if a proper and correct English version is released, translation to other languages can be done easily. In that sense, the priority for the government-subsidized institution should be the translation of the excellent research results on Dokdo in Japanese and English. Sixth, as for the current researches on Dokdo, the researches by each institute and individual researchers are not put together and the evaluation work has not been conducted at all. Therefore, overlapped researches and segmented researches have happened. Each year, to screen jewels from the researches, experts in each area of history, international law, geography, natural science, etc. should be selected to evaluate theses and books and post the evaluations in Territory Marine Research and so on to prevent overlapped researches and enhance the quality of the researches.
