재활공학은 최근에 생긴 학문으로서 기능적으로 한계가 있는 장애인을 위한 공학과, 물리치료, 작업치료, 컴퓨터 공학, 언어치료 등에 그 근본을 두고 있는 학문이다. 재활공학사의 임무는 아직까지 표준화되지는 않았지만 장애인 개인에게 적절한 재활과정을 개발하여 주는 것이다. 이 논문은 재활공학사의 주된 임무와 고용형태에 따른 직무 수행 정도를 알아보았다. 이 논문은 부가적으로 재활공학사 임무의 표준 지침을 마련하는데 목적이 있다.

Scherer(1993)에 따르면 재활공학이 학교 밖에서 외면당하고 있는 이유를 교육, 목적, 장치의 사용에 따른 실패로 보고 있다. Krefting은(1991) 사회적인 맥락에서 재활공학에 대하여 사회적인 중간자 역할로서 적응하지 못한 점과 긴장감의 결여, 현장과 현장주변의 문제, 교육기회의 부족 등을 이유로 지적하였다.
재활공학의 평가는 IDEA(1997)에 의해 규정되었으며, 사회에서의 독립과 통합을 이루는데 필수 불가결하다.
불행히도 재활공학에 사용되는 장비는 여러가지의 이유로 외면되어 온 것이 사실이다. 때때로 재활공학을 선택한다는 것은 개인적인 필요와 요구와는 별개로 느껴졌던 것이 사실이다. 재활공학은 장애인들에게 기기를 사용할 수 있게 하는 것이다.
미연방 법률에 나타난 재활공학에 관한 정의는 중요한 기능이나 기능적인 기술의 개발(장애인법 공학관련 부분, 1998)을 도와주는 것이라 하였다. 또한 기능적인 기술은 개인적인 보조를 필요로 하는 사람에게 제공하는 기술이라 하였다. 또한 기기들은 기능적인 기술의 결손인 사람에게 제공하는 기기라 하였다. 이러한 기기들은 장애인들의 기능을 개선시키거나 이것을 사용하지 않으면 다른 사람에게 의존해야 할 때 사용되는 것이라 하였다.
한 때 재활공학의 목적은 장애인의 미래와 활동을 가능하게 하는 것으로 고정적인 의미를 지니고 있었다(Hutinger et al., 1990). 하지만 이것은 고용을 가능하게 하고 교육의 기회를 부여하며, 살아가는 환경을 조성하여 주는 사회적 주류를 형성해 가는 의미를 지니고 있다. 이러한 재활공학적 접근을 통하여 현재 우리나라의 재활공학 현실은 미국에 비해 매우 낙후되어 있는 현실이다. 전국적으로 대학규모의 재활공학을 전공하는 학교는 2개교에 불과하며 그 외에는 재활학의 일종으로 다루고 있을 뿐이다.
