II. 복지국가의 발전과 재정부담

쎄처 정부가 추진한 복지국가 개혁의 기원, 정책의 전개과정을 이해하기 하기 위해서는 먼저 개혁의 대상이었던 현대 영국의 복지국가 성립과 그것이 기초하고 있는 사회적 원리에 대해 간략한 이해가 필요할 것이다. 이를 통해 과연 영국 보수당 복지국가 개혁정책이 추진된 배경을 파악하고, 영국 보수당 정부의 복지국가 개혁의 일차적 목적은 무엇이고 그것은 어느 정도 성취되었는가를 살펴보자. 또한 이차적 결과로서 소득분배의 구조의 변화를 분석하여 보기로 한다.

II. 1 현대적 복지국가의 형성과 전개

1940년대 처칠 수상이 이끌었던 거국내각은 전후 복구를 준비하면서, 향후 영국 복지국가의 가장 중요한 3대 기둥이라고 할 수 있는 소득보장, 교육, 의료복지정책에 대한 정책대안을 준비했다. 소득보장을 위한 정책 프로그램의 청사진을 마련하기 위해서 비버리지 보고서 (Beveridge Report)비버리지 보고서의 본래 제목은 Social Insurance and Allied Services이다. 보고서는 영국 정부간행물 Cmd. 6404로 출판되었다.
가 1942년 출판되었다. 전후 교육정책의 기본적 틀을 마련하기 위한 버틀러 교육법이 성안되었고, 또한 의료복지 정책을 준비하기 위한 정책검토가 이루어져 전후에 베븐(Aneurin Bevan)이 주도적 역할을 한 국민의료서비스(National Health Service)의 성립으로 연결되었다.
