재난관리 평가제도의 국제비교 및 시사점 -미국, 영국 및 호주의 지방정부를 중심으로- (International Comparison of the Disaster Management Evaluation System and its Implication to South Korea: Focusing on Local Governments in the US, UK and Australia)

초록

본 연구의 목적은 미국, 영국 및 호주의 재난관리 평가제도 및 운영과정을 비교분석하고 이를 토대로 우리나라 재난관리 평가를 위한 정책적 시사점을 제시하는 것이다. 3개국 재난관리 평가제도를 비교하기 위해 본 연구에서는 ①평가제도의 주요내용, ②평가제도 운영방식, ③평가결과 및 활용을 비교분석 기준으로 설정하였다. 재난관리 평가제도의 국제비교에 따른 주요 연구결과를 제시하면 다음과같다. 첫째, 지방정부는 재난상황에 일차적인 대응과 책임을 지는 반면, 중앙(연방)정부는 지방정부 지원과 국가적 재난 상황에 대응과 책임을 지는 순차적인 재난관리 대응체계를 갖추고 있다. 둘째, 재난관리 평가대상 기관에는 공공기관뿐만 아니라 민간기관도 포함되어 있다. 셋째, 재난관리 평가에서 중앙(연방)정부가 평가지침을 주고 지방정부가 자체적으로 평가하고 있다. 넷째, 재난관리 평가항목에서재난발생 가능성과 피해 영향력 등 계량적인 요소를 도입하고 있다. 다섯째, 재난관리 기관들이 재난평가 보고서 작성 및 제출, 정보제공 및 지식공유를 위한 웹 사이트를 적극 활용하고 있다. 여섯째, 재난총괄 기관들은 재난관리 평가보고서를 발간하고 공개하며, 평가결과를 토대로 취약한 재난대비 능력을보완하고 재원을 배분하고 있다. 마지막으로, 재난기관들은 재난관리 우수사례(best practice)를 발굴하고 워크숍 등을 통해 학습하고 전파하고 있다.

영어초록

The purpose of this study is to comparatively analyze the disaster management evaluation system and operation process in the United States, the United Kingdom, and Australia, and to present policy implications for evaluating disaster management in Korea. In order to compare the disaster management evaluation systems in the three countries, this study set 1) the main contents of the evaluation system, 2) the operation method of the evaluation system, and 3) the evaluation results and utilization as the comparative analysis criteria. The results of the study according to the international comparison of the disaster management evaluation system are as follows. First, while local governments have primary responses and responsibilities to disaster situations, the central (federal) government has a sequential disaster management response system to support local governments and to respond and take responsibility to national disaster situations. Second, the institutions subject to disaster management evaluation include private institutions as well as public institutions. Third, in the disaster management evaluation, the central (federal) government gives evaluation guidelines and the local government evaluates it on its own. Fourth, quantitative factors such as the likelihood of disaster and the impact of damage are introduced in the disaster management evaluation items. Fifth, disaster management organizations are actively using websites for preparing and submitting disaster assessment reports, providing information and sharing knowledge. Sixth, disaster management agencies publish and disclose disaster management evaluation reports, and use the evaluation results to supplement vulnerable disaster preparedness and allocate resources. Finally, disaster agencies are discovering best practices in disaster management and learning and disseminating through workshops.
