국내 금융기관 경영실태평가모형 개선에 관한 연구: 상호금융기관을 중심으로 (Performance Evaluation and Forecasting Model for Financial Institution: A Study on Credit Union Institutions in Korea)

금융기관의 부실은 이용고객에 대한 직접적인 피해는 물론 상당한 사회적 비용을 초래하기 때문에 미국에서는 1970년대 말부터 체계적인 경영실태평가와 부실예측을 위한 다양한 조기경보모형들을 발전시켜 왔다. 우리나라에서도 1997년 외환위기 시 강력한 구조조정으로 많은 금융기관이 퇴출 되었지만 그 이후 현재까지도 상호저축은행 사태 등 비은행금융기관의 부실 문제가 금융시장뿐만 아니라 경제전반에 지대한 영향을 미치고 있어 금융기관에 대한 경영실태평가와 제도 개선이 중요한 연구대상이 되고 있다. 본 연구에서는 상호금융기관에 대한 감독당국의 현행 경영실태평가모형(CAEL 모형)의 적정성을 실증분석 하였다. 그 결과 부실을 변별해내는 데 있어서 오류율이 높게 나타나고 있음을 발견하였으며, 이에 대한 개선안으로 1999년 이후 농협중앙회에 의해 체계적으로 관리해 온 다양한 경영지표의 부실분류 상의 유의성을 검토한 다음 주성분분석(PCA) 방법을 통하여 CAEL 평가보다 부실 예측력이 높은 CAELV 모형을 제시하였다. 이 CAELV 모형은 AR(AUROC) 방법을 이용하여 검정력을 분석한 결과 모형 변별력이 우수(AR 값이 0.90, AUROC 값이 0.95)하며, 분류행렬에 의한 부실 적중률이 96.30%(제1종 오류 3.70%) 수준으로 높게 나타나 상호금융기관의 경영실태를 평가하는데 유용한 것으로 나타났다.

영어초록

The failure of financial institutions not only can incur a considerable amount of social cost, but also can cause direct damages to their customer. Therefore, various forms of early warning models have been developed in the United States since late 1970s for the systematic evaluation of management status and failure prediction. Many financial institutions in Korea were also liquidated due to the strong restructuring during the financial crisis in 1997. Since then, however, the failure of non-bank financial institutions, including mutual savings banks, has significantly affected on the entire economy as well as the financial market. Accordingly, the evaluation of management status and the system improvement of the financial institutions becomes an important research subject. In this study, an empirical analysis was conducted with respect to the current management evaluation (CAEL model) of Financial Supervisory Service in Korea, which has shown a high error ratio in determining the soundness of credit union institutions, focusing on the adequacy of failure classification. To this end, based on the various management indexes and the experience of structure improvement that have been systematically managed by National Agricultural Cooperative Federation of Korea, the significance of failure classification of various indices was first reviewed, and then the CAELV model, which is better than CAEL model in its failure prediction, was presented using the method of Principal Component Analysis (PCA). In addition, the statistical power analysis using AR (AUROC) method shows that the CAELV model is excellent in its discrimination power with 0.90 (0.95) and higher in its hit ratio for failure (prediction) with 96.30%(type 1 error of 3.70%), indicating that it is useful for evaluating the management status of credit union institutions.
