초 · 중등 교원의 보수체제 변천 분석 (An Analysis of the Changes in the Compensation System of Elementary and Secondary Teachers)

초록

본 연구는 초·중등 교원의 보수체계 및 보수 지급 준거가 어떻게 변천하였는지를 문헌 분
석과 실제 보수 자료를 통해 실증 분석함으로써 보수체제 변천에 대한 심층적인 분석과 논의
를 하는 데 목적을 두었다. 보수, 보수체제, 보수체계, 보수 지급 준거 등에 대한 용어를 정의
하였고, 보수체제의 변천 분석은 이를 규정한 관계법 분석과 이를 토대로 실제 지급된 보수
자료를 산출하여 실증 분석하였다. 분석 결과, 초·중등 교원의 보수체계는 점차적으로 단일
보수제도의 형태를 갖추어 나가는 방향으로 변천되었으며, 보수체계의 운영에 있어서는 자격
급·연공급·직무급·직위급·생활급·종합결정급·실적급의 준거가 시기별, 경력별로 다양
하게 고려되며 변천한 것으로 나타났다. 이러한 결과를 바탕으로 보수체계의 단순화, 목적성
을 상실한 수당의 지급방식 변화, 직무급의 개발 및 비중 조정, 연공급의 운영 형태 변화 등
의 개선을 정책적 제언으로 제시하였다.

영어초록

The purpose of this research is to analyze changing in the compensation
system of elementary and secondary teachers. This analysis is restricted to laws
and regulations instituted and obrogated for stipulating compensation structure
of elementary and secondary teachers for 59 years from 1949 to 2007, and its
actual compensation data calculated based upon the laws and regulations.
The major findings are as follows: firstly, salary system in elementary and
secondary teachers' compensation structure has been changed, from an incomplete
unitary compensation system that differentially applies salary specification,
demarcating salary class, and salary limit by school classification and position in
school and then pays teachers differential compensation, to a complete unitary
compensation system by the year of 1987 that equally pays without giving any
differential compensation by school classification and position in school if a
teacher, elementary or secondary, has equal academic background and equal
career. Secondly, official duty pay, seniority pay, position pay, and livelihood
pay have been considered importantly criteria in paying compensation of
elementary and secondary teachers from 1949 till 2007, which are variously
changed based on periods and teachers' careers. Based on the result of this
research, the followings can be suggested: firstly, salary structure must be the
main point in maintaining elementary and secondary teachers' compensation
system, and allowance system must be changed into simpl one to make sure a
definite purpose so as to strengthen its complementary function. Secondly, criteria
of compensation payment, important in maintaining elementary and secondary
teachers' compensation system, must be altered.
