초록

현 정부의 도시재생 뉴딜은 지역공동체를 중심으로 주민의 자발적인 참여를 독려하는 정책을 제시했다. 뉴딜사업은 주거지지원형과 일반근린형 도시재생 활성화 사업에 역점을 두고 있으며, 이러한 사업의 유형은 중간관리조직과 주민들의 협업을 중시한다. 도시재생사업을 위한 협업거버넌스 조직인 도시재생기획단은 정부의 정책과 예산의 큰 흐름을 기획하고, 광역과 기초자치단체 도시재생지원센터의 역할은 도시재생전략계획 및 도시재생활성화계획의 수립⋅지원 및 사업추진과 관련한 관계 기관⋅부서 간 협력 등 도시재생 관련 업무를 총괄⋅ 조정하는 전담조직이다. 도시재생현장지원센터는 활성화사업의 효율적인 추진을 지원하고, 행정부서와 주민 간 가교역할을 수행한다. 도시재생 뉴딜사업의 중간관리 조직의 목표는 중앙정부 및 지방정부 주도하의 하향식 도시개발을 지양하고, 주민과 상생하는 아래로부터의 상향식 접근을 통해 산학과 민간의 협력적 거버넌스를 구축하여 도시재생의 활성화를 지향하는 것이다. 따라서 그 역할은 중간관리 조직에 주민참여를 기반으로 주민의 의견을 지원 또는 조정하며 참여의 독려이다. 주민참여형 도시재생에 기반을 둔 주민협의체의 역할은 주민들간의 갈등 조정 및 의견수렴과 지속가능한 도시재생사업이 유지될 수 있도록 다양한 사업에 참여하며 지역에 필요한 노력을 기울이는 것이다. 그러나, 실질적으로는 도시재생지원센터와 도시재생현장지원센터의 역할이 뚜렷하게 분리되지 않고 있으며 대상지 주민들과 소통을 직접 담당하는 도시재생현장지원센터 직원들의 불합리한 처우는 도시재생사업의 발전 속도를 떨어트리는 요인으로 작용한다. 또한, 주민과주민협의체 구성원들은 도시재생의 의미와 주민주도의 의미를 명확하게 인식하지 못함으로써 정부의 사업운영과 도시재생지원센터 사이에 이해관계의 갈등이 유발되기도 한다. 도시재생지원센터와 주민협의체 주민은 도시재생사업의 이해관계를 떠나 협업의 중요성이 재강조되어야 한다. 이를 위해서는 주민들의 적극적인 참여를 유도할 주민 눈높이의 교육프로그램 운영이 필요하며, 중간지원조직 강화를 위해서는 지방자치단체와 정부의 도시재생현장지원센터 역할의 명확성과 안정적인 재정 지원이 요구된다. 본 연구는 도시재생사업의 전개 상황을 살펴보면서 도시재생지원센터의 설치현황 및 역할과 주민참여형 도시재생사업에서 주민협의체의 구성과 운영을 법률적 검토를 토대로 연구 후개선방안을 제언하고자 한다.

영어초록

The current administration has proposed an urban regeneration policy to encourage the voluntary participation of residents around the community.
As an alternative, a new deal project focuses on downtown- and common neighborhood-type revitalization projects for urban regeneration, and these types of projects place importance on the cooperation between intermediary organizations and residents. The Urban Regeneration Planning Group, which is a cooperative governed organization for urban regeneration projects, is making a plan for big flows in the government’s policies and budgets. The Urban Regeneration Center at metropolitan and lower-level local governments is an organization devoted to making and supporting strategic and revitalization plans for urban regeneration and supervising and coordinating urban regeneration business among related agencies and departments to push forward the project. The Field Urban Regeneration Center supports the efficient propulsion of revitalization projects and serves as a bridge between administrators and residents. In urban regeneration new deal projects, the concept of a middle management organization is to push forward the vitalization of urban regeneration based on cooperative governance among industry, academia, and private sectors by rejectingtop-down urban development led by the central and local government and making a bottom-up approach to ensure a win-win relationship with the residents. Middle management organizations play the role of supporting or coordinating the opinions of the residents based on their participation and encouragement of participation. Based on a residents participation-type urban regeneration, the residents organization resolves the conflicts of the residents, collects their opinions, and takes part in various projects in the community to ensure a sustainable urban regeneration project. There is, however, no clear separation of roles between an urban regeneration center and a field urban regeneration center. In the latter, the employees who are in charge of direct communication with residents treat them in unreasonable ways, which slows down the development of an urban regeneration project. Residents and the members of a residents organization have no clear understanding of urban regeneration and the initiative for their meanings, causing conflicts of interest between the government running a project and the urban regeneration center. It is critical that an urban regeneration center and the residents of a residents organization emphasize the importance of collaboration beyond their interests in urban regeneration. This raises a need for educational programs at the level of residents to induce their active participation. The local government and a field center of the central government should have respective roles that are understood clearly and provide stable financial support to reinforce an intermediary organization. This study sets out to examine the developmental situation of an urban regeneration project and investigates the current installations and roles of urban regeneration centers and the organization and management of a residents organization in a residents participation-type urban regeneration project based on a legal review and proposes improvement measures.
