시·도경찰청 치안종합성과평가 평가지표 분석 (An Analysis of Performance Indicators for Comprehensive Metropolitan Police Performance Evaluation in Korea)

초록

이 연구에서는 경찰활동 평가 관련 주요 쟁점들을 확인하고 시·도단위 경찰활동 전반에 대한 현행 평가지표를 분석해 보았다. 2008년부터 2020년까지 시·도경찰청 치안종합성과평가에 활용된 평가지표 354개를 대상으로 실증분석한 결과는 다음과 같다. 첫째, 시·도경찰활동 평가에 활용된 지표는 기능과 시기에 따라 차별적이었고 급격한 변화속에서 평가지표의 일관성은 보장되지 못했다. 기능별 평가지표의 재활용지수(RI)는 0.20에서 0.65로 나타났다. 둘째, 시·도경찰활동에 대한 성과는 산출지표가 중심이 되어(85.6%) 평가되었다. 성과평가 과정에서 투입요소 비중은 매우 낮았고 초기 활발하게 사용된 결과지표 또한 혼합지표로 전환되고 있었다. 셋째, 전체 평가지표 중 67.5%에 해당하는 239개 지표는 정량지표로 나타났다. 정성지표는 초기 시민 또는 이해관계인을 중심으로 한 서베이에서 최근에는 성과보고서에 대한 평가위원회 평가가 주류를 차지하고 있었다. 이러한 특징은 평가지표의 대표성, 객관성, 명확성에 부정적으로 영향을 미치게 된다. 시·도경찰활동 전반에 걸친 평가지표의 특성은 자치경찰활동 주요 기능인 생활안전과 교통 기능에서도 유사하게 나타났다. 이러한 분석결과를 바탕으로 치안종합성과평가 평가지표 설계에서 유의해야 할 시사점에 대해 살펴보았다.

영어초록

In this study, major issues related to the evaluation of police activities were identified and the current evaluation system for overall police activities at city and provincial(Metropolitan) level was analyzed. Furthermore, by analyzing performance indicators forusing on safety and transportation functions, which are the main functions of the Korean-style autonomous police system, the implications necessary for the evaluation of autonomous police activities in the future were confirmed. The results of empirical analysis of 354 performance indicators used in the comprehensive police performance evaluation by the metropolitcan police agency from 2008 to 2020 are as follows.
First, the indicators used in the evaluation of metropolitan police activities differed according to funcion and time, ant the consistency of performance indicators was not guaranteed amid rapid changes. The recycling index(RI : the average value of the ratio of individual performance indicators used in the performance evalution process) of performance index by function was found to be 0.20 to 0.65. Second, the performance of metropolitan police activities was evaluated based on the output index(85.6%). The proportion of input factors in the performance evalution process was very low, and the result indicators that ware actively used in the early days were also being converted into mixed(output & result) indicators. Third, 239 indicators, which account for 67.5% of the total performance indicators, were quantitative indicators. As for qualitative indicators, the evaluation committee’s evaluation of performance reports is more dominant than surveys centered on citizens or interested parties. The characteristics of performance indicators across metropolitan police activities were similar in the main functions of autonomous police activities, such as safety and transportation.
Based on the results of this analysis, the implications for the evaluation of autonomous police activities were examined.
